If this goes on for a week and doesn't cause problems, I'd suggest extending the line to include Theta, as well, and potentially even to any system with a Zoner base that isn't within house space besides Omega-3. Regardless, I can't wait to see how this situation turns out
Been gone for the weekend out of town, so only just saw this.
Honestly? I'm disappointed. Zoners should not have had this line added. It's too extreme, and makes a very interesting and fun NON-PVP ID to now just have random lolwuts make Nephs and screw around, thus making Zoners look even worse to the already unpopular opinion of them.
People complain of the amount of random Nephs, and how Zoners have one of the biggest/most powerful Battleships ingame. While i'm against the whole argument of "Zoners should've have any caps", I'm also against the use that people have done with the caps. Adding this line will only make it worse.
In my opinion, what should've happened, is a line added to ALL Zoner ID's, that which is on the official ID's - "Can enforce Zoner laws in systems with a Zoner base". Perhaps even go so far as "and can attack if refusal to abide by said laws". Allows a little more freedom to defend themselves/attack if provoked or threatened, but doesn't turn the Zoner ID into a lolwut, PVP faction (Even if only in one system).

Sure this is not ideal, sure there are going to be server violations, however the DROP event did reveal the massive activity potential and it already did prove it again by topping to 115 players. It's not like it happens every week either.
If anything this should tell you to be a bit broader in your objectives. Zoners may be pictured as space hippies, but while you may get your personal disco kick by logging your IRG ship once every two months, that's probably not the case for the myriad of zoners you and the other zoner leaders are supposed to be taking care of and give things to do. As a matter of fact, the zoner 1ics give absolutely nothing to do, even less in attempts at major developments involving the faction as a whole.
Go be productive and have fun. Look at this as an opportunity.

Not really sure if its fair in ANY sense of the word that YOU be allowed to fly as a Zoner in current times, Jayce. I mean, Ya know... what with you being a PART of the attack on FP11 that started all of this mess. Also, Order be friendly with Zoners, so no, no you can not. Same goes for all you other Trigger Jockeys that attacked FP11 who now want to make big bad Zoner shippies to attack people you don't like. Don't be an obvious bunch of PVPcentric tardfish and do what everyone is expecting you to do. play friggen fair for a change and stick to you side of the conflict. Can't believe I'ma agree with Huggie for a change, but having players in one faction be disallowed to join OTHERS sounds PRETTY good right about now.

You might've missed the part where it was Zoners assisting Order against Core that kicked this all off. Would it not be reasonable to expect a few fringe Zoners to hold other Zoners or the Order responsible? Just think about it.
Or take it as the joke it was meant to be. The only reason I'm not out there killing Zoners and refugee transports on my Core is because Implosion told me not to. I might just do it anyway.
I think that RP consistency gets messed up.
Civilians do not start acting revolutionary without a leader. Make a dedicated faction, dedicated ID and give it ultimate right to enforce Zoner laws(?!) in a hotspot. Make them representatives or peacekeepers of Zoner good will (but obviously they would act selfish like anywhere in the world).
