PRIORITY:Medium ENCRYPTION:Medium IDENTIFICATION:Kommissar Christiane Laurich SOURCE:Nibelung Polizei Plaza, Planet New Berlin TO:Lord Hamilton SUBJECT:Restricted cargo licenses
Guten Tag, Sehr geehrter Lord Hamilton. My name is Christiane Laurich and I´m kommissar of administrative department of the Rheinland Federal Polizei.
I assume your application is result of the recent control of your ships which was made by military officer of the secondary department in Munich system. It is gut to see you contacted us yourselves, we were just about to send you a message because your ships were transporting restricted cargo without necessary licenses. Just to remind you, I mean this...
(10-20-2017, 01:41 AM)MasterL410 Wrote: Guten Tag, Kollegen der Polizei.
Today on a patrol in the Munich system I encountered two transports and an gunboat-escort, belonging to the Bretonia Armed Forces.
They were carrying Military Vehicles (#1#2) which are to be licensed for transport.
The captain of one of the transports said they had an proper license (#1). But when I signed off todays work, I checked the Restricted Cargo Licensing Registry and could not find the names of the transports in it, not even the Armed Forces at all.
The exact callsigns of the ships are: BAF|MN-Lipton, BAF|MN-Rubber_Duck and BAF|MN-HMS-Gleaves (escort).
I would like you to double-check if they have an valid license and, if not, to enforce the law of the Republik and contact them about this matter.
So, before we move to your application itself, this issue needs to be solved. While we believe it was an honest mistake on your side, the law still applies. I have to ask you to pay a total fine of 757 000 credits for violation of the paragraph 1.1. of Article Three of the Rheinland laws committed by transportation of 1514 cargo units of restricted cargo without license. Send the sum to the account RFP|Arsenal, bitte, and provide the confirmation of the payment.
Now to the licenses. As Admiral Sterr pointed out in his reply, the laws and directives regarding licenses for restricted cargo requires to follow standard procedure. As per paragraph 1.5., you need to provide recommendation of trustworthiness from respective parties, Bundespolizei and Rheinwehr serve only as reviewing instance in case the primary contacting party will reject your request or their representatives will not be reachable for significant time period.
From the commodities you requested, you should seek recommendation of trustworthiness from Daumann Heavy Construction for armaments, military vehicles, munitions and side arms, and from ALG for nuclear devices and plutonium. We are sure it will not be difficult to obtain it from them for your organization, they will be likely very interested in such large contracts.
When it comes to light arms, we can provide the recommendation of trustworthiness on our own, but we would like to know details about why it is necessary to transport this cargo through Rheinland space considering this commodity is of Liberty origin and not sold in Rheinland as far as we know because there are Daumann´s side arms as more than equal alternative.

Hail, Mrs. Laurich,
a pleasure to have your response in my mailbox. Let me at first try to clear some things up, I don't want to be mistaken here in that case. I have been in retirement for the last 5 years, and right after getting in charge of the Merchant navy again, the actual supply situation of Bretonia brought us directly into business. So I was taking a look in my old postbox, reviewed all the old contracts having been made when I was in charge the last time, found the one regarding restricted cargo in Rheinland and went on my way to gather supplies from Nuremberg. A little too fast, as it seems.
Since it seems that all the old contracts made with the Rheinland Federal Police have been outdated, the Bretonian Merchant Navy will of course pay the fine levied by the Federal Republic of Rheinland, proof of transaction below.
The mentioned above shall of course not be an excuse, but an apology.
So, towards the point of thrustworthiness. The Bretonian Merchant Navy will seek negotiations with the corporations you have mentioned, and after this, we will forward the respective papers in this channel. Until then, the Bretonian Merchant Navy will not be shipping the goods in question inside the space of the Federal Republic of Rheinland.
As for a short statement to the last point you have mentioned, shipping goods of foreign origin inside the borders of the Federal Republic of Rheinland:
Kommissar Laurich, whilst I understand your concern and distrust due to my request, I will try to make clear why it is requested this way. Since the Bretonian Merchant Navy is of course primarily responsible to carry supplies to Bretonia, we always try to have an open ear for the needs of our partners, which means that, in case of doubt and if requested, we would be able to deliver a shipment of light arms to the Federal Republic of Rheinland, by taking back supplies to Bretonia.
The second reason for our request for the light arms license is quite even more simple, Mrs. Laurich: Since the shortest way from Liberty to Bretonia will lead us through Cortez or Magellan space, at the actual tactical situation, the way is not always a safe one, so that we might have to evade for a supply route through Rheinland space, an option we can not take if the light arms license is not being granted.
The same might also apply for military vehicles of Liberty origin, how this point has to be covered, I am awaiting your response, since the same point regarding the safe supply route as for light arms could occur for military vehicles.
With best regards, and in everlasting faith of her majesty, Carina, Regina, Imperatrix!
Commodore Sir Finlay O’Dukes, Lord Hamilton

Good evening, Kommissar Laurich.
I have not heard from your side after my latest reply to your communication addressed to the Merchant Navy, but I guess you might be just busy and things are going their way. As I have stated before, we were, as being directed by you, seeking contact with the relevant organisations to gain the supplement regarding the goods we are requesting the license for.
As for Daumann Heavy Construction, I am glad to be able to present you the relevant papers, being attached to this communication as a carbon copy.
Once we have finished our negotiations with AG Waste Disposal, the papers will follow.

Guten Tag, Sehr geehrter President Mizaki. My name is Christiane Laurich and I´m kommissar of the administrative department of the Rheinland Federal Polizei.
There seems to be certain discrepancy - you said that you request permission to transport Light Arms but in the form is written Side Arms and according to the provided communication the recommendation of trustworthiness was issued for the latter by the Daumann Heavy Construction. I assume this was just an oversight because you did not realize these are two different commodities by the general cargo categorization, and you meant Side Arms. If not, let me know.
Anyway, based on the mentioned recommendation, the EFL Oil and Machinery was granted restricted cargo license for transportation of following commodities in specified systems:
Power Suits (classed under Military Vehicles cargo group) in systems Munich and Frankfurt
Side Arms in systems New Berlin and Frankfurt
I hope everything is clear, if not, feel free to ask.
