As of recently we have been investigating the increased activity of the Gauls in Tau as our trade convoys are exposed to increased risks. The Don could not tolerate it anymore. Through questioning captured Gallic pilots we learnt of Gallic offensives in Newcastle system. The presence of Gallic capital ships in the system indicates that there are Gallic officers piloting them. Someone we need for questioning and, perhaps, other goals.
WIth this regard we are officially seeking permission to access systems of Newcastle and Leeds with Sarissa-class battleship "Valladolid" and its escorts of smaller vessels for the purpose of headhunting Gauls and acting jointly with Ark Royal battlegroup in eradicating Gallic invaders. Despite Bretonia being known protective of anyone entering upon their its territories with war vessels, I assume, no harm can be done by a small Maltese battlegroup, given that Gauls already venture Leeds freely and are frequently seen in Newcastle. I hope, you, esteemed Señores, will come to a wise decision.

You are not the first Outcast I have had contact with, and I hope you are not the last.
The war is fairly grim right now, of the systems you mentioned, Newcastle is anarchy, and Leeds is quite frankly the saddest thing I can think of. As someone born there, and a long time resident of that system both personally and professionaly, I cannot express how much the current state of affairs pain me. And as they say, pain leads to anger, anger leads to...

As to your request, for a considerable period of time, we have maintained warships of Outcast origin be prohibited from entering Bretonian space, this is in light of the obvious implications involved, we are allied to Liberty, and Liberty does not like you. That being said, with regards to the systems mentioned, there may be room for flexibility, and I have called a vote within the admiralty.
I am not one for half measures, and the vote is not for an exception, but for a change in the current rules, as such a joint communication to leaders of the Outcast factions will be made notifying you of our decision, that is, if we vote in favor of the change. If we decline the change, then I will follow up within this communication.
Oh, and I certainly do hope harm can be done by a small Maltese group, a great deal of harm.

It is my pleasure to greet you and I am grateful for a prompt reply. The course of war is grim indeed, but we shall hope for the best and do what it takes to turn the tide in our favour. I am certain that the Bretonian will to fight is no lesser than its resilience to all the hardships the Gallic invasion brought.
As for your decision, while it saddens me to hear we cannot catch more Gallic cruiser commanders, your position is understandable and makes it necessary to cater for big allies such as Libertonians. We are not savages like our Cretan brethren so we will respect the agreement and relocate to Taus. Less opportunities to hunt Gallic officers, but still a lot of fine trade convoys.
