Cloaking Device's in-game model should be replaced with Countermeasure Dropper's model. Such sneaky stuff shouldn't be so obvious. Tbh, I'd even go as far as renaming them to Sentinel-II, Fortress-II etc. based on the size of the device in question.
I really don't like the fact that when you are in battle and cloak they just select your name in the menu with ships and start CD you while they are not supposed to see you and know where are you at all.

The ammount of times i've had that is probbably every time i've cloaked. If they resume cd spamming you while cloaked, that's a reportable offense.
What they said. I like the fact that at least snub cloak was buffed 4 ammo/s was kind of useless, especially if you were getting CDed and couldn't increase the gap between players.
To @Morosz - yes, that's why I'm proposing replacing the model with CM Dropper's one. The current one looks rather awkward, especially on small ships. On top of that, I don't thinl that ships with cloaking device would want to scream: "Yo! I've got a cloak!", the matter is rather a delicate one.
Everyone's going to know you have a cloak the zeptosecond they scan you or see your shields offline for a tenth of a second longer than it should be. It's far easier to check from 4km than moving in 200m on a small fighter sized target.
Or, you know. Cycling through your modules from 9km away.

That's due to the game limitations / mechanics as well as for balance of the implemented system. Some other mods are using a different one which lets the ship cloak faster and the device itself doesn't take up any visible spot. This type of a cloaking device, however, cannot be fully implemented into Discovery as it is directly connected to the ship rather than particular piece of equipment which can be seen from outside the vessel. In Disco it's just what's widely accepted as a norm. Cloakers don't really behave like cloakers until they turn the device on. Or so it would make sense, at least.
It's alike Wild ID & equipment vessels infiltrating ranks or just casually RPing as someone who is not connected to NomNoms not even in the slightest matter. You ooRPly know that the person is infected by protodukdukcule but iRP you lack this knowledge.
The solution proposed by my humble self (I, Cato Sicarius) doesn't overthrow the accepted norm but rather tries to mitigate all the contradictions between what it is and what it is supposed to be.

True, true. But model made by Lucas totes solves this problem. It's smaller and looks just gorgeous.
Not to take anything away from the model but it doesn't solve the issue. It's just an improvement to the device's aesthetics. I (Cato Sicarius), myself, generally prefer more subtle solutions.
