Bonjour, blimey, racing seems like fun! And I have double-checked our laws - gambling is not forbidden either!
There shouldn't be any issues, we have been instructed to be open to Rheinland corporations as more or less the only Sirians. Just one thing - our new network monitoring capability does not work in Provence - the Gendarmerie probably wouldn't be able to keep permanent patrols in the system. We are ready to support the base suppliers outside of Provence, provide escorts to racers and their supporting teams through Gallia and provide reasonable assistance within Provence when asked, but the Corsicans will need to share the burden of the day-to-day monitoring!
If the base is properly licensed, I am sure we will also be able to provide short term access to racers and their entourage from factions otherwise restricted in Gallic Space so they don't need to apply for long term licenses for themselves for a single event.
And after the base is built, I will damn make sure personally the racing is fair! By taking part in my Tournez!

After hearing the concerns of the Gendarmerie, and a positive response from Unione Corse, we have decided that the day-to-day monitoring and protection from any attacks against the base would be too costly to enforce by Gallic Law Enforcement as it does not lie within Gallic House. Unione Corse being ready to fulfil those duties makes our decision clear. We are waiving any requirements for a license from the Permits & Licenses office. A formal license or an informal agreement should be negotiated directly with Unione Corse leadership as the base lies in their jurisdiction.

Gendarmerie
The Gendarmerie is free to coordinate with the Unione Corse when it comes to regulations and safety of the races, but the legality of the base should be dictated by Unione Corse who are the executive custodians of the Provence system.
