I'm planning to make a smuggler char, and my question is like for example
a lawful ship caught my smuggler and i'm trying to make a getaway by docking on a nearby base/planet. of course during the escape i might take a few shots back at the pursuer. so when i dock at a base to escape, does it mean I died (inRP sense)? can I make it like I escape to the planet and hid there to evade authorities?
how about escaping through a jumphole?
just want to make sure i dont break any rules before i do this

Smuggling classifies as trading as far as I know. So, you won't be affected by that rule if you dock on some base and then continue after sometime. Escaping through Jumpholes and Jumpgates is normal.
But mind it, there might be inRP consequences if you dock on a lawful base while running and hiding away from a lawful. The same applies to unlawfuls and quasi lawfuls. You might be denied docking rights if you don't respond to their comms in the forums after you have done so.
I think, if you've taken a few shots at or been actively engaged by the long arm of the law - i.e., they're beyond just chasing/asking you to stop and have properly engaged you - then docking while they're within 10k of you *would* count as PVP-death. In that case, by all means act like you're laying low in a safehouse until the heat dies down and you can slip away unnoticed. That'd be your two-hour death time thingy.
But if you haven't actually been engaged (see rule 3.1) then you can probably dock and leave right away without rule consequences as you haven't "died" inRP. Exactly as Moriarty said .
If I am an unlawful pirating a trader who refuses to pay up and fights their way to a lawful station and docks, what is the deal with them undocking in my face again? Am I supposed to let them go? Can I continue the encounter? Can they continue the encounter?
I once encountered a trader near a base and they obviously refused my demand because they knew they could shoot for a bit in an attempt to get a blue and dock if things got hairy. This happened and the trader then repaired and switched to a more appropriate setup to fight me before continuing on their path but in such a manner that made it very obvious they thought they could win (blue). Rinse and repeat at another base. The attitude and "roleplay" of this person was...well, yeah.
So where do I stand there? I'm not mad about it and I'm not interesting in playing sanctionlancer, but I am interested in avoiding giving ammunition to those who do.

Nothing really illegal about this scenario. They're in a transport, so they are allowed to dock and undock during an engagement without penalty. If they undock right in front of you...you are certainly free to re-engage them. This is why it's better to try to catch them BEFORE they get close to lawful bases. Maybe try picking a more remote spot?
