Because basically the only requirement is 5 active members, as far as I am aware. On top of that I think if it were being enforced, it would kill the server more rather than help, but that is my view.

this. they scrapped the 30 hour minimum a while ago.
The requirement used to be 30 hours as far as I remember, but it was dropped long time ago, changing requirement only to 5 active members. And then it was changed to "live and let live" attitude I guess, what is okay in my opinion. Because killing official factions has sense only if there is replacement. If there is another active faction for same ID, then it makes sense to remove official status of the inactive one. But if not, what is the point of doing it? There are smaller factions with at least two/ three/four active players who are still trying to keep the faction alive, so why kill their effort. And also at least you have someone to RP with for example on forums when you need something from that faction.
That requirement was removed some time ago, since stripping less active factions which had no one to replace them was doing more harm than good during the last few months of that rule still being enforced. Nowadays we're instead trying to listen to members of less active factions and/or interested players on how to make those "dead" factions more interesting to play, and so attract more players, rather than waving the hammer of 30 hours requirement in their face hoping that'd be enough to force them to fly.

Explains how some factions are still official, even if in name only.
Not sure if that method is working too well, since I don't know how much improving has taken place. Oh well.
There's really no point in rigorously rooting out less than active official factions at this point. The perks of officialdom are currently a joke, and anyone can set up a competing official faction.

Too many overlapping official factions, disappearing guard systems, I could go on.
Why even bother to go official?
Especially when a pack of 5 or 6 kids with no other responsibilities can out-log a 'legacy' faction in a month's time, wipe out the last shreds of dignity - and then get bored and move on to another faction two months later.
Seen it already - we will see it again.
EDIT: when more than one official faction per ID is allowed to exist, this will ever be the dynamic.
