So the military makes peace and restores the jumpgates, but the hatred between the militaries has not reduced so they regularly have brawls, and make up excuses for the "strange loss of ships" to appease the civilian government.
actual dialogue would go more like
- Sir, we have rheinland warships on radar, their guns are powering up
- inform the admiral that they are breaking the ceasefire.
- oops my radio mysteriously broke, damn microsoft
- alright boys lets go give those krauts a good beating, power up the weapons!

And even with "whistleblowers", they will just be treated with the incredulity afforded alex jones, and besides, the military getting into brawls between themselves does not directly threaten, and therefore has no significance to the lives of ordinary house citizens, so it won't be completely a big deal, just an interesting piece of rumor.
As for How do they explain coming back from patrol with holes blasted in their ships and a ton of munitions missing?, GET CREATIVE. You're in a roleplay game, you should know this LOL. If you can't even come up with a reason such as "training accident" or "weapons malfunction" you seriously should consider quitting roleplay.
Besides, I think most players will have no problem with texasburg raids getting a revival, only nitpicking naysaying twits will have a problem with the specific details (but only when it is convenient for them, I could just as well ask you why aren't all the house criminal bases discovered yet, and any answer you provide could be defeated by the same logic how do you explain that ships that got lost in sector 3E/F of NY keep dissapearing its not like there's a rogue dessie there which the liberty armada could easily destroy). Hey, maybe you didn't like liberty-rheinland raids, but I do, this is a roleplay game, I've provided a roleplay reason that isn't overtly convoluted to revive a game that I like, if you don't like it you can just stay out of and ignore the issue.
And how do you intend to prevent those "nitpicking naysaying twits" going all over the forum with their inRP report threads about Liberty and Rheinland waging war all over again days after a ceasefire has signed? Gonna apply censorship?
As for the underlined part, if you come up with an idea it is YOU who has to "GET CREATIVE" when it comes to defending that concept from critics. What you do there is a poor attempt to avoid questions you seemingly can't answer.

This would be interesting to play out between the houses.

There is no direct access to Cortez from Leeds, and only a barely accessible (and probably inRP unknown) jumphole from Magellan. However with taking California, GRN can take a bottleneck, it would quite equal taking both Magellan and Cortez in regards of cutting off Bretonia from Liberty.

Even if they're now hostile, as narcotic said Rheinland is a War House. And Liberty is already operating in Liberty. Also, why does Bretonia not ask Rheinland for assist, and Liberty abandons bretonia? A 2 side war. Would be an awesome activity pusher too though.
* Though I have no ID of Reputation between Bretonia and Rheinland atm. Don't get me wrong please
Rheinland has three houses that it trades with, Bretonia and Kusari ( and third Gallia but, thats in question ).

Thought experiment, what if I make a inrp report reporting the location of the rogue scylla and buffalo base and request the police/navy send a fleet of bombers? What will happen? Will buffalo base get blown up? Nope, Exactly the same thing that will happen when someone as you say "inRP report threads about Liberty and Rheinland waging war all over again days after a ceasefire has signed".

No atmosphere? GTFO.
The propeller is the greatest invention of all time.
Wait, were those "training accident" and "weapons malfunction" supposed to be your brilliant ideas on why the ship returned from the patrol with e.g. holes in it, each the size of a Cerberus projectile, during peaceful times? Will you forgive me if I don't want to follow your standards of roleplaying?
Gallia in general is planning (and has done in the case of Magellan) to stick their nose into Liberty claimed/controlled space so I don't see an issue here.
