Technically, no. Unless they're an integral part of some faction's RP. Indies don't typically count.
All player ships exists in roleplay, unless you've been playing with ghosts. The correct questions is which ships exist canonically (ie. count towards the number of capital ships a faction actually posseses.)

You've got a good point there... However, flying Battleships through that asteroid field is very frustrating due :

Re-connecting the Houses through the Jump Gate makes much more sense. And also (or at least i hope) the activity of both RM and Navy will increase again. Think about the 4.85 times for example. There were some great raids happening by then. All we get now is like 4 Rheinland cruisers and a few fighters who can easily get outnumbered in Texas or elsewhere.
"Due to serious problems reported by fleet admirals in maneuvering capitals from Humburg to Texburg through the Texburg Asteroid Field, RM decided to test the weapon developed at Schatten Research Facility, Frankfurt. A 4 Fafnir Squadron, armed with "Special Gravity Pool Generators (or Something technical)" entered into Texburg. Charging the Generators a massive energy surge is reported, 4 supercharged energy beams emerged tearing through the asteroid field, making a 100 m wide circular, clear tunnel in the field."

Canonically, IRP, same thing.
Yes, I meant the actual number a faction has. Liberty dosent ACTUALLY have the endless waves of Dreads and cruisers we all see.
Similarly, neither does Rheinland, nor Kusari, nor the Outcasts, nor Gallia... okay well maybe Gallia but they're OP anyway.
