One thought: Would it make sense to have Junkers get a biger bonus on normal scrap as well as make their bases pay more, whereas ALG get better bonuses on premium and better monetary rewards, thus encouraging Junkers to go after basic scrap and ALG to get the premium stuff, as Junkers are supposed to use the scrap business as a cover, while ALG are supposed to be the real dustmen of Sirius.

Scrap: ALG: Premium: 5 Regular: 2; Junkers: P: 4, R: 3. Sure, there's a small incentive to prefer ALG to do premium, but there's no real incentive for anyone to do regular, especially if the sellprices don't change.
Alien Organisms: Cryer? (really...is Cryer gonna be mining out in the Edge Worlds, now?):3, GMG/Samura/Planetform?: 2. Similar issue to regular scrap, unless you jack the prices ridiculously and remove the sellpoints, no one is going to bother. Both GMG and Samura have preferable options, and Planetform/Cryer aren't really miners.
To be honest, I really wish sell points were taken into consideration before this. I had a bunch of ideas as to how to make Premium Scrap, although balanced, less of an Junker dominated commodity. The new mining bonuses for those factions, combined with the actual inRP set laws stating that ALG is not allowed to haul Premium Scrap in Liberty, kind of threw them out of whack as I was hoping to balance out the commodity between DSE, ALG and Junkers.

Alien Organism bonuses inRP does not mean shooting one's laser yields you more of the organism like a miner does. inRP, you have better-designed less harmful lasers to preserve the precious alien organism, which yield you more of the organisms.
Atka was built there to study alien organisms yes, but not by mining them in space. They are not mineable in Sigma-17 space. Atka was built there because Samura Planet Kurile contains endless quantities of it on the planet surface and can provide enough for Cryer's scientific research and needs.

For RP purposes can I request a x1.5 or mining bonus on regular scrap for Council? Part of our lore is that we get a huge chunk of our stuff from scrap fields and wrecks full of partially damaged stuff the GRN can't be bothered to fix.

I wouldn't ask for that, though some wrecks making no sense could be removed already. Like Cassard, a huge, empty hull of battleship has been floating on the edge of Languedoc with no junker touching it in the meanwhile? Really?
Oh, by the way, what's with the potential debris fields happening during huge battles between Council and GRN as the Gallic storyline develops?

Which one? The one that buys them for 2k? That's arguably profit, considering all other mineables. Anyways, alien organism mining is "hardcoded" in TAZ and Baffin's lore. It represent's one of our most important incomes, second only to Tourism.
I'd request to remove the sale point in Sedona if the proximity of a sale point is what made you turn off the field, but simply removing the fields from Baffin goes against our lore. We even got an npc base (Sedona) that was built to support this industry!
Two new tabs have been added to the spreadsheet, listing relative ore yields and demand by region. This is to get a conceptual overview of where the Ore trade routes will be starting and ending. In a very general sense, the most profitable routes will begin outside of House space, and pass through one or two Houses to reach their destination.
Note that there will always be at least one (possibly two) lawful and two unlawful sale points for every Ore in each House.
