If LN is shooting RM and LR is shooting LN, is LR allied with RM? What if it starts with LR shooting LN and a RM shows up, do both liberty factions immediately have to stop and start shooting the Rheinlanders? What constitutes "allying"?
Allying in-game is when you cooperate with another faction to attack (or work against) other groups, then not fight each other once the third parties have been defeated. So if A and B say "Hey, let's shoot C" and after they kill C decide not to shoot each other, then A and B can be considered allies. Being in the same group in-game is also considered allying.
As mentioned above, Junkers can only ally with themselves. Zoners have a similar clause in their ID. I've seen (and have heard of even more) violations of both those IDs, but I don't think any reports have yet been processed.
The thing with quasilawful groups is that there tends to be a bunch more roleplay involved with the faction. Lawful and unlawful groups have more clearly defined roles (for example, RM and LR shouldn't ally because that's not something RM would condone, given that it's not some all-out war).
Groups like the Unione Corse, Hogosha, and even the Gallic Junkers, have links to other factions, both lawful and unlawful. They can work ally with these groups as it makes sense for them to do so in roleplay. Freelancers are also considered quasilawful under the rules, and can get hired by practically any group, based on their roleplay.
