Does that mean what it says? Can I register on the Rogue board, the Rheinland Lawful Board and whatever board I feel like registering on and engage and terminate any player on any ID anywhere? As long as the board accepts UC hunters of course, and within the zones specified on the bounty board.
It does have a ZOI (taus, gallia), but the ID specifically mentions "Can fulfill any bounty or escort contracts", whereas other ID's that can claim bounties on stuff they can normally engage do not have that line.
I asked Garrett about this.
According to him, the UC can't take bounties outside of Gallia because they're a Gallic faction. However, factions like the Core can take bounties everywhere because they're a sirian faction.
He said he'd dig deeper into that though.

Except we reach farther into Sirius than just Gallic factions, hence our registry on Samura and IMG bounty boards.
The only reason such line may be on an ID is to extend bounty hunting allowance outside of ZoI, otherwise such line would be redundant, asBounty Hunting rule#2already covers bounty hunting rules for all Faction IDs within their ZoI. Further clarification on whether the former is the case or a line of characters is just wasting some space on an ID is required from theappropriate personnel.
