Alright, I waited for something similar like this.
I would suggest to remove the "Core 5 only for Official Factions". The Official Factions could receive - Special Modules - instead of an own core, as adding them an own core looks awful for many people that own bases but aren't in any Official Faction and/or are playing only with a friend and don't want to join a whole faction to archive anything in this game. Removing this line and adding the Special Modules for Official Factions only would, give people the option to be able to achieve anything ingame without being part of an big Faction. Those new modules could only be able to be built with a special module blueprint. However, there would be many people going to star Core 5 and/or a lot of Official Factions that would start to RP for the Special Modules. You cannot get those modules only by activity neither by "how long is your base already there?". Those modules would require RP on forums based on it's later purpose. It would be unique for each faction, however it takes months to develop this RP and at all it would be another SRP that is only available for Official Factions that have at least a Core 4-5 Base and show enough activity / beeing productive roleplaying members within the community. The Official Factions could build on those modules Equipment Pieces developed in their SRP and can continually add more equipment that is designed by them to the special module.
As example, a faction is now developing the RP for the Special Factory Module
( -> This should usually take up to 2-3 months)
After the RP is sufficient (Only Official Factions that have their status now at least since 3 months can request this) they are going to create a SRP request just as usual with a new template.
( -> After the admins have accepted the vote on the SRP)
The request is beeing forwarded to the Dev team for balancing purpose etc, there will be discussions with the faction leader and the dev team. After they came to a solution that both sides agree, the new module is implemented with only 1 equipment piece buildable for now that is defined by the purpose of the module and the RP given by the faction.
( -> After a month has passed they can continue RPing)
Now they can begin, adding continually more equipment pieces to their new module. Those need to be overviewed by the dev team, no admin permission needed anymore - as the admins already accepted the experimental factory module.
However believe, Official Factions should have the right to be awarded with special equipment pieces that are (slightly but still) better then the common equipment pieces. Those will boost players to subscribe into factions and/or give them a good reason to go with their faction the Official way. Those equipment pieces would not include ; Armors, Weaponary and Thruster. This means that the following ; Shield and Scanner would be boostable. Those would be something like ;
Cost reductions for faction equipment. Sell the gear at normal prices, then refund a percentage if the tag is present. That way, factions are getting a financial incentive without skewing the equipment stats.
We all have an Angelic and a Demonic side. Use of them determines good or evil in the end.
Official Factions also have deserved the following I believe ;
- Their own custom sounds ingame! Imagine you meet 3 Lane Hackers that are just pirating and stop you... they type into the chat (aslong as they are official) /bb and a 15 seconds track of "Bad Boys" will be heared by anyone in the scanner range of the player that activated the command. (I know it's from another disco server but hey, we could implement similar things. We got a lot of Photoshop specialist, maybe we have some that can mix us soundtracks? Or even better, the Official Factions make their own and request it afterwards)
- NPCs on their bases named after the faction members in the bars. As example ;
Imagine you are part of the Official BAF| faction and reached rank two now, you check out the Bar at Battleship Hood and see a NPC that is named after you and your current rank.
That would be a nice feature, though. Would need adjustment at Gamefiles by the dev team (I knoaw D: )
- As example, a system where you can get similar to conn with /fsys
There are several planets where you can only dock with the Official ID of any faction as example;
Armed Forces Planet - You can only dock there if you have the Official ID mounted, this would require every faction that became Official to request / get a Custom ID instead of using the common one for indies.

On those planets you can dock (if you are part of the matching Official Faction and already received their ID) and buy faction equipment. FE: Scanners , FE: Thrusters and FE: Shields as example.
That are either slightly better then the common ones and/or are eyecandys as they have different looks from the normal ones.
Just came me in my mind. Those planets could also be placed in the RP environment but this was just a thought.
Better leave Core 5 for official factions, but add more possibilities.
Im a fan of base improvements - as I am a base owner.
And I would be prepared to try and get official for that.
special modules ( like no FOW supplies , or the Smelter, or other non - equipment modules. Let them be available for official factions easier or reserf some modules for of faction only. )
faster SRP possibility : decrease the amount of time required to have a SRP possible. Judge the SRP normaly, though.
I would like to see the possibility to get economy buffs requested again : say 1x / 3 months a faction leader can request a commodity buff ?

I agree with this but i wouldn't say all factions. i would say the "divisions" of the NPC factions like Platinum Incorporate (DSE) , or [TAZ] should get their own ID like [IND] and JM|
