I'd like to share something that I find staggeringly stupid. It's for some time that the items required to build these devices are monitored and exist inrp, But because cloaks are pretty much common and you can buy them anywhere from french-comte to bastille, it raises a very serious question - if cloak is treated as oorp device ( it clearly is because no one actually questions its origins and its normaly ignored during rp/pvp - although exceptions are possible ) Why the materials for it, specificly - Nomad remains is considered an actual material that is supervised and enforced by, for instance - The Order ( Who I think should do artifacts instead but thats just me ).
Should we grant that this device is just a common item, like oxygen and its common knowledge and therefor shouldn't be taken for granted- or should it be visible and dictated & manifested inrp. Because it looks rather silly that its okay to hunt people with remains but not people with cloaks, its sort of um.. divorced from reality somehow.
Items built on PoB sucks. It forces to trade ooRPly.
If Cloaks, Jumpdrives, Scanners and Docking Modules were obtainable on NPC stations, this would create money sinks and lower the number of needed PoBs and mindless grinding for them with odd IFF and ID and cargo combinations. Like IC supplying Hessian PoBs and that kind of thing.
It is inRP device. Speaking for Rheinland, people with cloaks except law enforcers are monitored and punished in case it is unregistered cloaking device owner. And same goes for nomad materials.
IMO, cloaks are divorced from reality. After all, in most cases, even if they are illegal under house law, all it takes is an indication that you're not hostile to the house and a payment...and then some guy in a corporation can be flying around with a piece of reverse-engineered Nomad tech!
Or the guy who is pulled over by the police for having illegal technology simply dissapears and wanders off...
Cloaks should be an Order/Core/Intelligence faction only piece of equipment. It's logical that they would be able to harness the use of them, as it's within their RP (or at least within the Core/Order RP, not so much in the Intelligence faction RP but still).

Most houses are doing some kinds of Nomad based research (they'd be mad if they weren't), so you could probably justify access to cloaks that way...
