Another case of ID ambiguity.
All other piracy-capable IDs state "within their ZOI" or otherwise clearly define where you can or cannot pirate.
Since all the Hogosha ID says is "can pirate ships bla bla outside Kusari house space" I interpreted this literally: anywhere outside Kusari house space.
I went around on a Hogosha Big Dragon pirating people in the middle of Liberty and never got in trouble for it. But then Summer said I couldn't.
I pointed out the wording of the ID, and he assured me it was going to be fixed.
As you can see by the fact that Summer was an admin when this happened, it was a long time ago.
And as you can see by looking at the ID, it WASN'T fixed.
And nobody can tell me that it's obvious that "can pirate ships bla bla outside Kusari house space" means "outside Kusari house space but within ZOI" because every other ID clearly states "within ZOI".
Here is the thing you would like to have. The problem is that actually almost no one visit those italicized systems... For Junkers and Hogosha, I would make at least Shikoku place where they would be able to initiate overall combat.
For lazy people who doesn't want to click and search:

Salvagers are considered "frigates," not straight Transports.
The "may pirate Junkers anywhere" line on the ID would give you ability to do that outside of your ZOI (I believe this would include House space, but be prepared for RP consequences if you're caught).
I had suggested opening up Liberty systems where Junkers operate to the Hogosha ZOI (Texas in particular), or perhaps creating a premium scrap field somewhere in Kepler or Galileo.
