I could see instances where a base shooting at me or someone else an act of hostility, especially if it's along a trade lane or just outside of a jump gate/hole or otherwise unexpected.

What about if a tag is whitelisted but an individual who has that tag is black listed, or vice versa?
A ship can't be blacklisted and whitelisted at the same time. If you add a blacklisted player to the whitelist, it will remove him from the blacklist and the opposite as well.
Also yes, it does make the base hostile. The blacklist is meant to be for people you do NOT want around your base.
Defensemode 0 = can dock = whitelist, unknown = hostility based on IFF, blacklist = you die
Defensemode 2 = anyone can dock, hostile IFFs can't dock and will be shot at, blacklist = you die
Defensemode 1 = everybody dies except whitelisted people.

I didn't implement that possibility because it was very unlikely to happen but I'll change the code so the blacklist overrides that.
Please, when you add a tag to the blacklist, add the PROPER tag. For instance if you want to make the GUMS| faction hostile to your base, you add GUMS| to the blacklist, not GUMS. If you add GUMS it cause any name starting with GUMS to turn hostile and be shot at.
Now this kind of case would be extremely rare, but think about it!
