The tricky thing is that you'll probably have to deal with other factions shaking you down in other areas. Kansas no longer has any residents, but Rogues, Lane Hackers, Hellfire Legion, and Xenos tend to pass through and lay claim to the connecting systems. Humboldt is the same deal, but with Junkers too.
Guard systems are getting overhauled, so I'm not sure what will happen with Cassini and Alabama. They're currently home systems for the Rogues and Xenos, so you'll have to come up with a really good explanation and plenty of credits to appease them. But if you can pull it off, they're great places to slip away from the authorities. Respecting RP (and the risk of getting ambushed by players), I don't think most military forces will hang around the immediate vicinity of unlawful NPC stations, but you've got the same issue with having to make an agreement with the station's faction. Try it out though, starting from the RP proposal - could be interesting if the factions are willing. Lots of creative ways to sneak around the law.
@"Toris James Gray" Taxing=Territorial Claim is up to RP interpretation at the discretion of the factions, so players can (thankfully) take control of their RP within the bounds of the server rules (ZOI includes border systems). InRP, Liberty didn't really break their own laws, because the sentence before the bolded section notes that border systems are included in the legal definition of the house. There's also a warning about protection:

Eh, Zoner protests? Because they want neutrality, I'm pretty sure most Zoners make the conscious decision to only claim something like 10k around their Freeports, not entire systems. Check out the new Treaty of Bethlehem for an example, but those are also all RP decisions that you're (thankfully) free to do within the server rules. Could be interesting to see and find out what RP response comes.
Lauras has it right. 10k beyond zoner stations is the limit of zoner influence in most areas. Indie zoners could try, but we (that is the officials) would disown them, because house related problems would not be worth it.

Well, that would.happen anyways, really, unless he goes to some length to hide it.
Galileo at least has the benefit of being much less frequently occupied, so less chance.of being discovered.
Why not try building a base in Inverness? It's relatively close to Liberty (NY) and you can use a couple of jumpholes to get to Kusari. Not a whole load of factions really care about that system, so as long as you don't do something silly like build the POB over a station or jump hole, then you should be ok.
However, GRN gets Inverness is their ZoI next update, so you might want to take that into consideration.
