The second thing is - piracy and defending allied ships.
Today I was escorting allied transport (dauman) in my RM-GB - when some IMG came on our scanners.
IMG was sitting at TL and keep disrupting it - since it's an typical pirate behavior I warn him that he might be shoot
if he will try pirate allied ship but as reply i get an info that I'm out of my ZOI and I cannot do anything.
This is not supposed to be an trial by forum - yet some sort clarification,
is foreign ship can defend allied ship outside his zoi? Yes or No?
If I recall - the answer was YES - but maybe something changed when I wasn't paying attention?

Yes its true.
But this is smaller details that can be used or ignored. I personally RP sometimes along the lines of treaties. But for RP sake and not to pew...which is not the case here
