Hessians already kill RM in and out of roleplay. Unless you mean beat them, and in that case see my post in your other thread.
Probably not, but if a suitable replacement enemy is found for these factions there might be a very, very small chance. But there is likely too much bad blood already.
To further explain. Each of these would require massive overhauls of multiple factions. Possibly each requiring a significant update to the mod where the update primarily focused on the single faction. I just don't see that happening.

It's mostly about PvP options. Make one side win, and the other side will lose. And because the game doesn't update as frequently as it did a while back, that losing side will stay lost and that winning side will stay won. And no one wants to play a losing side for long, and people in the winning side quickly get bored because they know they stay won.
Conclude a war, lose the struggle. Lose the struggle, lose the purpose for activity.
It's why many people hate playing for and against the zoners, because zoners are 'neutral': shoot a zoner, you're called a dick and at worst you will get banned for it; a zoner shoots you, and he gets called a dick and at worst will get banned for it. It's not very fun playing a faction where pew is FROWNED upon.

Oh, and it's because of answers like THESE is no wonder discovery is so-called 'dying'. We don't have the manpower nor resources to make dynamic changes possible, or at least fast enough for anyone's taste.
Basically, we need more programmers/modders/developers.
