I answer u that IRP Navy don't know where they come from and where is their bases located. To have fun in game you should have both bad and good sides.

Having a pirate hub that connects to major points would pretty much undermine the entire trade system, having unlawful bases however could be quite interesting, much like the freelancer bases but dedicated to blackmarket goods and general piracy. I suggested something along the same lines a year or so back when the phantom assets were going to be recycled, anything to lessen the junker stranglehold on the unlawful side of things would be a great boon.
