Whenever we decide to go chill within the fields in Texas, your boys suddenly tend to vacate the area.
It almost feels as if they are...avoiding us?
That seems rather un-neighborly. And here I thought we were on good terms. Are we?

Sorry to say I have no Idea who you are, but lately we have had little contact to the Rogues. Not that we try to evade you, more like no opportunity.
I sent a message to the Rogues long ago, offering to fly past Buffalo - or Alcatraz if that fits you better - with a CSF full of assorted Liquors if that would give me a chance to talk some buisness with someone of importance.
Got no answer.
And our offer to help out with our Ambulance Ships or Mechanics in case of need is still open.
There is no order to evacuate if Rogues turn up, or any special precaution if we notice you are around. We have seen so much changes in the last months, so many new names and faces rumoured to be on top that most of my skippers tend to be careful. I have heared stories of Outcasts and Rogues banding together... and we have seen strange ships in Texas, heared rumours about fortified stations and big scale operations with the orange dream. Even heared long distance and broadband transmissions broadcasting Xeno propaganda from time to time. Nothing that lets us feel safe.
I would greet the chance to get to know our neibours better. But till then I hope you will not see it as disrespectful if our skippers would rather be safe than sorry.
That being said : what can I do for you ?
My last efforts to reach a Rogue leader have only met silence, so I am interested in setting up a communication channel. And I will gladly take a freighter full of presents for a little party and fly over to you if I am welcome.

Lijay Bailey, one of my senior skippers, just sent me a com telling me he had a flyby peep show with your torpedoe wing just a moment ago.
He was impressed, and I know that Bailey is not impressed fast.
He also told me you had questions about our ranking system ,
and of our standing to the Rogues.
We have some offices set to oversee certain aspects of the buisness here, and the rest of us are either senior skippers with full voting right if we decide on something. Or junior skippers with no voting right granted jet

We have short ways to go to meet or talk with each other, and prefer it that way.
Most of the time it will be me talking to you as I oversee day - to - day buisness.
Our Borad of Trustees is informed that I would prefer to strike a deal with you but understandibly will not inquire too much, as Mr. Tukker has to deal with the Liberty Government and LPI on a regular basis. But he is informed and in agreement with me that the simple rule is : Don´t mess with the Rogues if you live in Liberty.
We would continue our fealty payment for the security of the base each month if I would know where to send it, and Im ready to stock it up to 45mil per month.
All I need is an account to sent it to.
Or would you rather prefer some sort of delivery contract ?
Need some equipment, want some booze, want some raw diamonds or supplies for something ?
We send out mechanics or Ambulance vessles if called upon, too.
I would love to have some agreement sparing us from taxation for our scrappers or traders, but thats up to you. And we are willing to go quite a way to ensure your protection, against noname pirates or other usurpers to the Rogues rule, or against the Outcasts if they raid us.
As long as you let us keep our own code, meaning that you respect that we will be quick to run a blokade or strike a deal, but will take no part in Cardamine or Artefact trade and will not carry Black Market Munitions or assist Slavery in any way :
we will be happy to aknowledge the Rogues as Overlords in Liberty, as it should be.

Right, anyway, let us get to know one another a bit better. My name is Andrew Mort and I am currently the acting coordinator of the Sylpheed's Rogues. This is not the first time I have been given this role and, hopefully, you will not need to remember new names apart from mine for quite a while from now.
I have looked into your group and associated parties and I am still rather confused about your relations to the Junkers operating in the Texas system, but I am sure that at this point it is hardly of any importance.

Apart from that, when it comes to deliveries, we tend to keep our bases well-supplied. At the same time, however, we also tend to end up swimming in scrap and cargo made up from people who do not know better. It would be a good idea to have a certain group, who has the ability to land on the bases in Liberty. In other words, when salvage operations are done, I would like to have the Tinkers to assist us in that regard.
At the same time, I want to lay out a few ground rules for your pilots. Let us call this

*All Tinker & Transport captains are to provide the Rogues a tribute or donation upon encountering them. The amount of said tribute is for the captain of the T&T to decide.
*If a T&T captain is extorted by one of our goons outside of this tribute system, you can appeal to me and the credits will be returned.
*A T&T captain who is on good terms with my boys can request their protection. For a certain amount of credits.
*A T&T captain may be invited to pick up valuable cargo, usually Helium3 of Premium Scrap. If the captain ignores this invitation, bad things will happen.
Oh, and most importantly, do not mess with me. Take what I have to offer or we will ruin your day.

We have three ships ready for fast pickup jobs distributed across Liberty already,
the T&T/California, the T&T/NewYork and the T&T/Colorado.
Any senior skipper can send out a message to these ships fast ( // shared account ),
and any junior skipper would have to either contact a senior member or unload his cargo.
I would only ask you for not harassing our unexperienced juniors for such a pickup to much, as they do not have the means to call these three ships quickly.

I read it that the negotiations as to price for the pickup of the bounty is up to the T&T/ trader and the rogue underboss or hunter guarding the bounty ?

Let me just re-explain what the declaration mentioned above means.
It means that if my boys encounter your boys, we do not even need to ask. They would show respect to the Rogues by contributing a little to our operation, the amount of which would be decided by your pilot at the time.
I would, however, note that paying 100 000$ to a Rogue might seem just a tad disrespectful. And things tend to fall off if that is the case.
As for picking up valuable goods, it depends on the goods. A 50/50 split sounds all fine and dandy, but it will no doubt depend on the context of the pickup at the time. It is quite easy to keep track of pickups such as ore shipments gone horribly wrong and ending up floating in space, but if we do create a salvage operation, those can range in actual price and such.
We tend to set them up in places such as Galileo and Kepler, so it is not like it is far from your usual routes.

Just had an encounter with one of your boys, who was badmouthing mine.
No need to worry about him, I removed something expensive from his ship as punishment. Still, make sure your boys know our little bargain though. We had some Helium 3 floating around and this joker was the only one around, so we ended up destroying the cargo.
