Indy RM has an RM ID, so that's fine. The text says ID and not player faction, after all. And you're right, third parties can't report stuff any more.
Presumably that means mercs that are hunting corporate targets in the border systems can't be FR5'd any more unless the violation is witnessed by a law enforcement ID'd ship. Example relevant.
As WPeregrine says, it's an incentive to launch additional patrols. I imagine a sufficiently corrupt state might not be so inclined to book in those extra patrols though. Again, if you catch my drift.

As long as the indie RM carries the right ID and witnesses the law violation in an uncloaked ship, then sure.

So, have an indie RFP or RM, and immediately log it when something is not working as you want it. Gud rp. That's what the Omegas are meant to be... "quick! log lawful!"-territory instead of having corporate rivalry played as it is meant to be played.
How obvious can you guys even be in your resistance to the needed change that is really harmless compared to what it used to be?

Seeing as the old ID restrictions are back in play... wouldn't they just log their own faction ships if they wanted to suddenly pounce on you? Using indies would actually be the harder route, seeing as they already have faction ships that can do exactly the same ships. I don't get it.
Imagine... hypothetical... an IMG wants to force a Kruger miner to fill him up for dangerously low price.
Who would you log now to help that poor extorted miner?

I was actually thinking the IMG members would log their RM indies, since we cant accept IMG evidence and your faction has a tendency to come to us for solving their problems.
The RM is not involved with the corporate wars in any way, I for one fly a Samura.
