May be a platinum question, but I'll anyway ask a few questions regarding Terrorist ID:
1) Does it still physically exist?
2) Is it considered a blessing or a punishment to have one? :3
3) How complicated it would be to get a few of them if it's possible?
4) What's the major differences between that ID and SRP? Will everything be red for the bearer?
I believe the Terrorist ID doesnt exist, and The only way to obtain one is via an Admin (But I doubt theyll let you have one!)
And youll be punished for *using one If im correct! (*I believe simply having one wont go down too well with the Admins, But using it is a definate no!)
Not really. There is no benefit of having to spend months on Terrorist ID RP if you can get the same amount of pvp satisfaction by going to conn or making unlawful IDed characters or signing up on a bounty board.

As far as i know it's more an SRP thing. I've seen it used in some punishment cases where the ship is then deleted upon evidence of it's destruction but for the most part it's SRP. In which case you'll need to have a very good reason/story/RP/lore/whatever to support your case. I guess you could look through the accepted SRPs which use a Terrorist ID (If any) and they might give you more of an idea of what you're looking at toward getting one.
The biggest issue here is the existence of the ID itself. I do not remember any quality RP that has been enhanced by having a Terrorist ID.
And before someone mentions Mon-star, it was 2008 level RP. Ai, the kind of RP that would not go through most faction recruitment apps these days.

The ID itself somehow prompts to be used in the extremal red-is-dead way.
If there would be a possibility to make a faction with even more tech/reputation restrictions than Xenos, like say, once you undock, there's no base you can dock at at all: you either die and respawn in the same location or live in open space for as much as you can by scavenging goods from other players / NPCs.
Would be interesting to hear an admin's point of view on that all.

The only real benefit of a Terrorist ID is the ability to destroy a trade ship without making a demand.
The sanctity of trading ships is one of the core pillars of discovery PvP and Piracy, and not something we should toss willy nilly.
I can remember exactly one RP that could potentially, possibly, maybe, have been enhanced by a terrorist ID. But that was back in an age when "no u" or silent shooting was the typical response to a piracy demand.
So it didn't really matter anyways!
The problem with Terrorist ID is if you want to play that ID right you'll end up acting like a douche, and if you decide to play an "oorply fair" Terrorist ID, you wouldn't really be making use of the ID and could do the same thing with any regular ID. Having that ID on a particular character might seem appealing and in line with its RP, but in practice and when it comes to actual gameplay (where you're supposed to use that ID), the fact is you won't need a Terrorist ID to roleplay a terrorist, and more often than not, you'd actually be better off roleplaying that terrorist with another ID which adds an extra dimension to the character, rather than just "wants to shoot everything" as the main character description. Plus, in pretty much every scenario I can think of, going for a spec ops ID which allows acting on that individual char's diplomacy is a far better alternative to Terrorist ID.
P.S: For some reason people think the "can engage at will" line on that ID goes both ways, so you'll often end up having your ingame RP interrupted with sudden engagements. That one gets old fast.
P.P.S: You'll find yourself forced into 20v1 gankbangs every time you log a character with Terrorist ID (even when there are only 35 people online), so unless you want a dedicated char for dodging practice, you won't really be needing a Terrorist IDed char.
