Can the lawful freely engage the smuggler at a separate encounter (you ran before.. engaging!)
Just curious, is there a time between encounters where it's considered the same encounter? (5 minutes, 30 minutes.. 3 days?).. is the smuggler considered kos at that point, or does he have to be caught again?

From what I understand it would follow the same rule as pirating?
4.2 Demands should be reasonable and only one monetary or cargo demand can be issued during each piracy interaction.
I would think that after an interaction has been finished then it is good to go for the next one.
But also it depends on lets say... if the trader had given a bribe and asked for lets say... a time frame.
If so, then just follow the time frame that was agreed. You cannot go back on your bribe agreement after all.
I had instances where I bribed a pirate to not pirate me for a day... or you could I guess bribe the cop to look the other way for a day or whatever time limit (or limitless )
Well, Lawful encounters for me usually follow this order:
>Trader appears on scanners
>/'Stop for scans' message
Then it goes in one of three directions.
One:
>Smuggler stops, contraband found
>Fine given/Contraband removed/ship destroyed, depending on cargo and willingness to comply
>If Trader is not destroyed, they deliver/unload their contraband and I escort them out of the area.
Two:
>Smuggler runs as soon as I drop the message.
>CD, warning, and if not sopping, engagement message.
>Ship destroyed, cargo purged, and usually player disconnects.
Three:
>Smuggler runs, somehow escapes.
>Next time seen, the most previous crime is counted, as the entity is still 'wanted'
If the smuggler is still alive from Option 1 or 3, and comes back into the system with contraband or breaking laws, he gets thrown out or shot down. If they come back after Option 2 within the two hours, and are still carrying contraband, I let one of the other officers around handle him.
As for bribes, I just shoot down the ship for that. Can't take 'bribes' as Lawful forces, can we? [insert smug look] Maybe if someone called it a 'fine' they would, who knows.

Smuggler here, can confirm. Either we ditch you, you fine us, or we get popped like a bad zit. If we're unlucky, we'll get fined and then exploded. Fining the guy is basically lawful piracy, and that's real boring.
And screw you for not taking bribes. Corruption is fun!
My rule of thumb is, if they successfully catch you then the 2hr rule is in effect. Otherwise, it's free game. As a rule, one ought to consider one's previous interactions with a character, so if you know this guy's a smuggler (or the cool kind of lawful), well...

I've never once had someone take a bribe, or even entertain the idea. Always drop the cargo and fine (so like 35-40 mil piracy) or pew pew... kinda wish there were more too it. I don't even get time to try to talk.. always the same. "3, 2, 1, pew pew" >_< I get blasting someone trying to escape, but damn.. if the smuggler stops and is trying to play it out, and there's no one around watching.. at least give some time for the encounter. Toss the idea around, threaten more fines for soliciting a bribe, demand half the value and escort to the drop off under the guise of turning over contraband. I would love to rp a corrupt cop, but sadly I've never even seen another smuggler since I've been back..
In this case, I was already in the lane traveling when the "halt" command came. Said I was busy and continued on my way. After dropping off, I was on my way out of the system when I saw em again. "Now you die" and pew pew cap ship lol. Honestly not a big deal, I was out maybe 15 seconds and the cost of bats/bots.

I do disagree on the boring part. Police need some way to make them more appealing to players, because without the (mostly) rules-wise unregulated aspect of "legal piracy", police factions are essentially just gimped navy.
On-topic with the OP; if the smuggler gets away (ie, no death or combat-docking message), the pvp encounter ended inconclusively and the smuggler may be re-engaged at the officer's leisure. (Addendum: if the smuggler combat-docks on, say, Manhattan, and immediately undocks, if I were the officer in this situation, I'd probably just drop a second, one-line engagement notice and immediately start blasting them again, because it's an obvious continuation of the same encounter; the only difference is that the smuggler just voluntarily 2-hour'd themself).
If the smuggler dies (or combat-docks), and the officer re-encounters them later, the 2-hour rule prohibits the person who got blued from re-engaging, not the one who did the bluing. Thus, in this situation, the officer can again re-engage at their leisure (given proper roleplay, of course), as if it was a totally new encounter.
If the smuggler complies with the officer's demands in the end, whether or not PvP was involved to get there (ie, the officer SNACing the smuggler's transport nearly to death), the PvP encounter ended inconclusively (by the rules, since nobody actually died), and the smuggler may be re-engaged next time they're seen, just like in the first scenario.
