Yes.
For example for AFC we have a commodity perk to RP with and we have applied for other things and are waiting. There are 4 different types of perks to choose from and request.
That's one of the nice things about official factions. You also get faction rights, diplomacy leadership, a pool of people to play with, and much more stuff. Not to mention teamwork which is the basis for a faction. All of this id much better than being an Indy.

its basically a standardized Srp request. But for official factions.
Want to know my experience with using perk system? I sent inquiry if one thing is possible to get using it (one of the few which would makes sense for police faction, because majority of perks are either useless for us or does not make sense inRP). Not even asking for it, just asking if I can use the system. Then 213 days passed before I got "yes, now go talk about it with devs". That means I would have to go to devs, then make all the roleplay for it and then request the thing itself. I don´t think it will surprise you I gave up, because I wasn´t interested in waiting another god knows how many months to see it implemented (or even rejected, because adminteam would for example change opinion).
The only scenario where I would support restricting things or giving perks to "official" factions or groups is where it's feasible for anyone who is willing to put effort into it to obtain that "official" status.
I'm all for perks for people who put effort into RP, but it's never going to work as intended (the intent being to improve server gameplay, immersion, RP atmosphere, and RP quality) if it's going to be up to the subjective whims of the chosen few to hand out those perks.
What is needed to make perks work is a standardized, easy no-work-for-admins, and objective process which will also grant those perks to causal no-name players, without need to gain the subjective favor of anyone first.
