Good luck with this. This topic was discussed so many times over the years...and nothing changed. There is quite easy way how to make official factions more appealing - you need to give them real benefits over indies. Better equipment, better ships, more privileges and so on. It does not have to be much even, like 10-20 % stronger armors or power cores or cargo limit, little bigger ZOI and such. But that will never happen because Disco staff took road of equality and advantages which official factions have are something like sugar coating on the cake. It is nice to have it, but it tastes well enough even without it and you get benefit of very limited accountability for your actions as a huge bonus.

Xenos, Unioners, Liberty Rogues, Gaians, Golden Chrystanthemums, LWB, all police and intelligence factions...I could go on. All these can´t have battleships and thus are in troubles with killing bases. Some of them can´t have even cruisers.
That an the actual main privilege of officialdom - pushing and evolving your NPC Faction's lore is something that does not happen outside of a handful of cases. Because, you know, logging in, shooting things and then comparing your arbitrary online-time in comparison to other tags is pretty much the bread and butter of official factions.
And, really, it is not the kind of privilege that most indies would care for. Such players are long-ago snatched up by their respective projects.

Also you make a very good point when you basically state, it's better to be a indie. It shouldn't be like this.

Give that man/woman a cookie. Exactly this. Being an indie is in many ways better than being in a faction. No limits on what you fly, apart for the ID restrictions, very low accountability for what you do...
In fact, I think that there are only a very few Factions that offer a significant boost from being indie, and none of them is a mirror to NPC faction. (Okay, one certainly is, but I'm quite sure Lane Hacker NPC ID is not obtainable so...)
It would be nice to have indie more limited but I fear that the effect wouldn't be quite what we want. I fear instead of joining faction, they'd go elswhere.
Don't make it harder for groups to assault PoBs. Just reward the players of PoBs that have made an impact on the server (great & numerous roleplay being the primary goal) with something permanent. They've put a crap ton of work, time, and credits in their PoBs. That shouldn't just disappear in an "instant." And then there's the cost of doing business, the house wants money, the pirates want money, everyone wants money. The PoB misses a payment or two, boom, there goes the PoB.
