There is now an ongoing thread with a discussion regarding the explanation you gave. You will be given an answer once that is done. It should be also noted that the line ''instakilled'' in the opening post, as far as I remember, was intended as more of a reference of easily killing a transport with a cruiser, not that you did not give them enough time to respond.
It came from the submitted report saying that "[...]I dont want to be a tattletale, but 362 capitals chasing a transport(pilgrim liner) and instapwning it is just not right.[...]"
Just to clarify, your engagement was fine and you were not sanctioned for that. You were sanctioned because the report and the following context described by the reporter regarded you shooting a Junker for piracy even though you yourself were not present to witness it as per House territory rules regarding being able to enforce roleplay consequences only if you were there, present and uncloaked.

The ship was caught running away into Omega 3 being chased by a BAF at the same time as we coordinated to catch him. After chasing it literally at 1k distance it jumped back into Omega 7, at which point it was destroyed (and where it had just pirated a transport with RM in front of it).
No, we didn't instakill it. Yes, it was caught pirating in the Omegas. Yes, his activities were seen.
I'd like this sanction to be reverted.
As already stated, the term Instakill was used to describe the fact that it was attacked by a capital ship, rather than to imply a lack of roleplay before engagement. It was poorly put.
As for your statement earlier quoted above, the logs.
Our interpretation of the case is thus:
It is hard to tell from the logs that the piracy you refer to was witnessed by a player with the RM ID.
If we refer to the following rule: Outer Regional Space (Omega 7) / House Controlled Space (Omega 3) - House Military, Police, and Intelligence factions may enforce roleplay consequences upon any players and factions found breaking House Laws within XXXX XXXX Space, only if they are personally there to witness to the legal infraction while uncloaked and equipped with a House Military, Police, or Intelligence faction ID.
Means that you or your companion with your IDs must have been present during the piracy.
Apart from that, your ID currently reads as:
- Can demand contraband and levy fines within their Zone of Influence, and attack if ships refuse to comply.
- Can attack ships which are in violation of Rheinland laws or belong to a house or organisation considered hostile by Rheinland within their Zone of Influence.
We did not see any attempts to fine the Junker, which was not inherently hostile to your ID that would be otherwise excused with the later part of the second line of your ID.
As for the first one - the Rheinland Laws state that you may attack ships which are in violation of Rheinland laws, but again - you must be physically present and uncloaked in that particular set of systems to enforce it.
If you have any screenshots of the encounter that proves that the player was caught -during piracy- (ai, extorting a player for credits or attacking them), please forward them to us, as right now - screenshots or no from the reporters side, to us it seems as though you have violated your ID by the logs alone. It should be noted that the recent amendment to your ZOI should prevent such issues to happen again.
While the amends made to the RM ID are much welcome I can only see this as an exploit/circumvent around common sense in order to bitterly sanction someone. The reason for the report doesn't seem justified when the only possible justification for it is that he was chased outside the RM ZoI (despite dying inside of it), a ZoI that had to be fixed for a year? prior and whose update was long overdue (very clear when you take a look at the old ID, as until the last update RM had Texas ZoI). Not only that but the one and only hint at an infraction happening is the server log, which doesn't register player actions (such as him firing in the first place and then dying to return fire).
The interaction was legitimate in roleplay and I honestly feel like the sanction is nitpicky at best when I'm being asked for evidence of me not doing things wrong while the reporter has no proof of any wrongdoing.
