Tomorrow, after the planned server restart. Or if the server crashes and restarts by itself.

If the goods aren't sold on Yaren, I've no choice but to bust anyone hauling them.
If however, they are sold on Yaren, I can't bust people because that would mean I have to bust my own APM for hauling them. We are not pirates, after all.
See what I mean? It's like someone else is making a decision for me.
In conclusion, the Core could use either a station that buys the commodity, that is not lawful nor unlawful (meaning one of our bases, maybe in Omega-55, for distance balance issues and such) or alternatively a place that sells the stuff so we can take part in the event.
The fact that the Core is now hostile to the Zoners is a roleplay consequence of your prior roleplay. Since this is technically a humanitarian mission, the role of it lands on the Zoners as the most viable choice. It makes no sense to place these the sellpoint on Yaren just for your ID.
Also.

Laws Of Sirius - The Core Wrote:3.2 Commodities headed to/from the bases of the Cores enemies.
Ships found supplying our enemies or helping their economy [...]
Please remember that the commodity is not intended to be contraband nor is it in any way related to nomad material, nor is helping the zoner economy. It is a ''humanitarian'' roleplay event and the cargo cost is in place due to balance reasons. If you simply try to amend Core laws just so that you can blue everyone carrying the cargo for the duration of this event, it will make me re-evaluate any efforts of making future events in your section of the map.
Feel free to enforce the following rule, however:
Quote:2.3 Piracy.
Piracy is the act of making a demand of any kind against another vessel with the promise of harm coming to the victim if they do not comply. Any vessel found performing piracy will be engaged and destroyed.
Fine: Death
and
Quote:4.3 Military Vessels.
Military vessels and Military Intelligence vessels will be questioned as to why they are in Core space. They will explain themselves immediately, then pay a small tax. If they refuse to state the reason for their presence, they will be escorted out. If they refuse, they will be shot.
The later of those two, by the way, will make sense as soon as the restart hits and you can read the red line in the commodity itself.
Oh and yes, keep an eye on the description of the commodity. You will find that the Military and Intelligence factions are going to be active participants of this event.

That is and always has been the intention. It is really up to whether or not anyone can be bothered to use these events in their roleplay. This event is made to last longer to encourage such.
