So...uhm...I am surprised that this is not nerfed by now so I am just gonna ask again: Why...does that thing have the turn rate of a Gunboat and 4 CM slots? That's like...the most obvious balance mistake I have ever seen and yet it still exists even after various PvP and Capital Ship balancing phases?
The only ship that has the same turn rate as cruiser (according to wiki, dunno if it is heavily outdated) is the Hatchet which at least does not have 4 CM's and also has worse arcs afaik.

Being one of the biggest medium cruisers it well deserves the top tier turn rate. It also has only 8 guns, 3 of which are heavy leaving only 5 for prims/pulses. Comparing it to for example a Scylla (the signature medium cruiser) - Scylla has more armor, more regens, 4 more guns, better arcs and smaller size all for the cost of a few degrees of turn rate. And I see the Scylla as an alright ship after all the nerfs it received.
Wouldn't it then even make more sense to nerf the turn rate if it is the biggest medium cruiser? If not, the many CM's are not really necessary though, let it have its turn rate but being able to mount a cloak, a cloak disruptor AND 2 CM's is just....meh.

No, because size =/= manouverability. Otherwise the Bergelmir or Kaichou would be fast while being the smallest and completely busted (which was the case before, Bergelmir was broken for at least a year), and Legate would be much slower than what it is. It's not strictly related one to another, when we're balancing a ship we look what stats we need to give it in order to -be balanced-. If that requires giving a big ship fast turn rate, so be it.
It can't mount a cloak and a cruise disruptor due to a plugin which prevents that. I don't know why it has 4 CMs, it had it for years. It doesn't affect combat that much other than giving it great protection against projectiles, but if you have only 1 CM (instead of a cloak/cloak disruptor) you'll do fine regardless unless spammed by 4 missile battlecruisers. It's a unique feature it retained from the old days, and if anything we should be adding more unique stuff than removing them (soon).
Manouverability exceeds firepower in many cases though, a Cruiser with great manoeuvrability and a bit less firepower will still wreck every GB, I doubt any non-super good GB pilot is able to fend off the Reseph as it has way more firepower, same manoeuvrability and more hull, I'd recommend giving it 2 more guns and giving it maybe the same turn rate as the LSC and only 1 CM.

In terms of firepower they easily can but, Battleships are also meant to kill cruisers but you don't see Battleships with Cruiser turn rate, by that logic we need gunboats with snub turn rate since they are supposed to kill snubs, the x counters y is in terms of firepower which already is implemented but not turning rate.
