If you are already so low on hull that CD spam kills you, your problem is not CDs. Your problem is that you've already gone too low to make a difference. So this argument makes no sense. The CD damage is already so insignificant (Mosquito does just a bit more damage than one hit from Adv. Flashpoint).
Also CD spam is the only way to kill someone whose survival instinct kicked in at about 30%hull and no reloads and who is even slightly laggy and/or has any competence in dodging. You shouldn't need perfect aim to kill someone who got themselves nearly dead and started running away only when they are almost dead.

Which is why Eagle was the only viable ship in vanilla, because both Sabre and Titan got too easily outturned and CDs didn't disrupt engine kill. Also denying "aggressive" maneouvers is a much more complex problem and "hurr durr lower cd ammo" is not at all the solution. The ability to disrupt EK reliably is the thing that actually enables people to fly heavier ships.

Except the reason people are using the mosquito is not because of ammo, but because that the other ones don't track. Mosq doesn't either most of the time but it is at least a tiny bit more reliable than trains. You'd know that if you actually played the game.
