I recently bumped into a (probavly new) player flying some bretonia train under samura ID. As far as I know that's a 10% power nerf. In case of transports that's no big deal but is that allowed? I mean rule-wise. It's obviously oorp but are there rules against this?

You won't fly normally with Samura ID and any bretonian ship. Just Look at this.
To check what ships and equip are available for your ID, check these Tech Chart or Compatibility calculator.
Also, you will have inRP consequences or even sanction.

Still. What you are showing is a compatibility table. Red cells mean 10% nerf to power right? It doesn't mean he can't fly the ship at all. Am I wrong?
I think this is something that needs admin input. Powercore nerf was implemented to render odd ship combinations useless, but due to the fact that transports are used for it's cargo only, and powercore does not affect them, it could be considered as abuse. I'd love to hear an opinion from a green.
We had a similar case albeit a more extreme one, and we had hours long discussion in OFL chat with admins and it is deemed appropriate to fly such odd combos rulewise.
