A lot of effort went into this, clearly, but I genuinely think a starting powerbase of "8200 people" for a Freelancer ID'd faction (currently?) reliant on others' bases to exist iRP is a little far-fetched. Bear in mind that most unlawful bases apparently only hold several hundred people, and almost all unlawful factions have a single-digit number of them. That's nowhere near your faction's sleighted 8200.
I'd see the beginning efforts of the group starting off with maybe 100, 200 people. Additionally, it's very unlikely that your faction will "control" 2-3 systems even in a few years. The trend of the server has been to contest and consolidate systems as much as possible, getting rid of the old "Guard System" template.
I'll offer feedback/advice privately if desired, but as it stands I'm not sure how well this will work.

Given Freelancer's numbers, I'll readjust accordingly after some asset counting. I would say 100 to 200 is quite small, possibly around 1,000 to 2,000 given how long it has been around and the fact that some of the numbers originate from its' informal founding, when its' flagship was still operational. The faction has technically existed for 2 months inRP, but I do agree this may have been a more aggressive estimate.
My estimating is based in part off of the Bundschuh and Unioners, two Rheinland factions that I'm very familiar with - The latter is a faction capable of fielding cruisers in their base ID. I'll rattle a couple listed population amounts on their infocards:
Pacifica, the headquarters: 360.
Wedel Mining Facility, in their primary operating system: 130.
Krefeld: 350.
We can of course assume that they have "activists" on planets, though with no real effect in-game unless that planet is under their influence-enough to allow a hidden landing zone to be added. And of course, we can assume there are thousands if not tens of thousands "supporting" the Unioners at least ideologically, though not in any kind of membership stance.
Freelancer's old engine does a poor job of accurately representing scale, obviously - Especially space stations. Very few of even the lawful stations have populations higher than, say... 800. I personally believe that the infocards should be changed to make bases "roomier" and hold more people to more accurately represent the hordes of NPCs that die every hour in the setting, but that would be in the Devs' perogative.
I guess if I had a point there, it's that I personally feel 100-200 is a safe starting bet. It's not my faction, of course, so I can't do more than make a recommendation.
Ouroboros' Flagship, The Abdicant Seraphine, was an Aquilon-class Carrier (prior to the upcoming refit). Given size in comparison to say, a Shukensha, it would house at most around 700-900 personnel, of which we had funding for due to aformentioned front companies, and given most personnel aboard prior to the faction's formation were hired to work on the vessel. Combine that with our one active base which would have around 300-400 personnel, and we have a rough estimate of around 1,300-1,400 at current, with the 700 to 900 currently assigned to smaller vessels such as the OCS Skidbladnir (Corvo-class) and OCS Rathgrith II, and OCS Gold 1 (Ahoudori, Montante) and other units part of cells throughout the regions at various freeports and low-key installations.
