The main center opreation of the blood dragons, And the place for future plans
The main operating base is located in Kyoto base in the system of Chugoku. The system itself is placed inside a large Nebula, which offers the blood dragon the best fort against the Kusari Navy. It's an environment. With the help of the nebula and the asteroids, it will be a death sentence to its invaders unfamiliar with the system. Many attempts of the Kusari navy haven't been successful and cost them thousands of lives only to reach our operations base.
Kyoto base is the blood dragons' heart and soul since the nomad wars and even after they were exiled from the government by traitors. Besides, Kyoto has improved over the years with advances in Technology and maintenance work. No soul would attempt to invade our lovely home without meeting his end.
Command room
The command room also known for being the war room. This room is the blood dragons' brain and body, and The war room organizes squads & Battalions towards a raid for resources, Sabotage, and attacks. The war room can be accessed only by high-rank officials of the blood dragons and other high ranks representatives from allied factions. The war room has a holographic table that resembles the sirus system and a shelf full of files; the files contain Guerrilla warfare tactics and classified files locked inside a container that can be unlocked by the Shogun.
The room also has multiple screens and cameras that spread around the room, and The screens show video footage of the Kyoto base's hall. The security seems tight as well and strict. Any attempts of doing anything wrong will cause you to be caught and sent to the integration room. If you manage even to enter the war room, Many individuals watching the screens fill you with intense feeling. It seems the dragons are making sure nothing will be leaked out to the Kusari navy that might cause their end.
Conference Room
The Conference room is one of the essential features of the blood dragons. Here, plans affect the future of the blood dragons, Performing alliance, Trade agreements, and even influence in other houses. The room holds the Blood dragon's future. Any plan that has been executed wrong will affect and even damage the blood dragon advancement. So the best thing is to do, Is to invite the high officials to share their opinions on the subject. The only ranks that have access to the room are masters and the shogun itself. The room is guarded by two security guards positioned in that place, and They are placed there if a situation room in the conference room went wrong. Possibility of threats the guards will handle this. The guards are highly trained and showed their loyalty to the shogun, and the shogun itself selects them. His life depends on his guards.
Conference Room
Cobo is making his way to the conference room. As soon he arrived in the room, he pressed a button on the stationary phone, Speaking to the secretary and asking her, "Akko, Please call all the members of the High command. It is time." Before even Akko can ask him for what reason, he quickly shuts the call off. He is getting to his chair, Sitting down. He starts to remember his experience in the blood dragons under his previous shogun. He let a sigh as the memories hit back. He placed his firearm under the table in a drawer in case something will go wrong. He takes out a box of Cuban cigars, lights one with his zippo, Inhaling the toxic chemical but not taking it to his lungs, and thinking how he shall open the discussion.

Nakai Shun walks down the hallways with one of his guards Shirudo to the conference room where the new Shogun Cobo Hakkera has called him to. Nakai Shun open the doors "Shirudo keep guard and make sure no trouble arises, hai?" Shuirudo just nods his head in agreement, Nakai Shun closes the door behind him then steps in and takes a bow to Shogun Cobo Hakkera "Kon'nichiwa Shōgun Cobo Hakkera" Nakai then proceeds to take of his katana and rifle and places then next to the racks at the door. then grabs a seat and proceeds to ask "How may I be of service today?" Nakai Shun then scans the room for to see who is here and awaits the response.
Shortly after Nakai Shun arrived, muffled shouting could be heard outside of the conference room. "Bakayarou! Do I have to do everything myself? I want those Tachi fueled and ready to go within the hour, I'm tired of your excuses!" A disgruntled Hayashi would then barge through the conference door, quickly attempting to compose herself as she'd enter, letting loose a deep exhale from under her respirator. She'd run a hand down her scarred face before giving a curt bow to those within the room, moving to take her place at the table directly opposite of Nakai, giving him a respectful nod as she rests in her chair. "I do hope I have not arrived late, ne?"
Hayashi Aiko

A small chunk of time passes in between the arrival of Hayashi Aiko and the newest addition, Ubukata Tsuya. The swift clicking of heels that could be heard down the hallway seems to signal her arrival as she draws closer. Soon enough, the sliding doors leading into the conference room whoosh open, making a satisfying noise, and revealing a humble Tsuya who walks into the room, bowing respectfully."Konnichiwa, my fellow dragons. It is an honor to be invited to confer on this day. I shall take my seat." In true ladylike fashion, she gracefully moves to her designated seat at the table, the only seat left open, which is facing Cobo Hakkera. She bows again in respect to the Shogun."I am grateful for the opportunity you have given me."
Cobo gives the nod to the people who entered the room. He then types a few things on his keyboard, and Then a hologram appears in front of them. It resembles the system of Tottori. Cobo then stands up from his chair when the hologram is shown, and He takes his cigar puts it down on the ashtray. He walks around the table and looks at the individuals in the room, Inspecting them like he is reading their thoughts, and starts to speak.
Operation Nest
"Glad that you all came into her. I hope everyone is familiar with the system of Tottori. I have thought for a while to expand our influence in that region. We currently have a hidden outpost in Tomioka, and We are going to use this outpost to our advantage for a while. Tottori is not under any protection, and this is the time to use this window of opportunity. "
"This is operation nest. Operation nest is simple like it is named. We are making our lovely nest active with hornets. We will start to make operation inside the planet, and We need to do it quick and fast. The planet is under the control of Samura, the traitors who kicked us out. We can perform violent operations. Terrorism and such. We are going to start with sabotage. We will need to disable their network system, To break their communication with outside individuals. We have a lot of ways of taking this planet under our control.
Cobo takes a moment to breath, Looking at the individuals, Then return his gaze on the hologram.
The Kusrai navy have a few disadvantages, and The system is far from their reach, The planet is in open space, so we can escape quickly if we get a reading on the radar about the incoming force of the Kusari Navy. Let us not forget we are close to our home, and We can probably hold their parties back since we are close to our home.
First, I thought about a blockade, and Second is terrorist attacks, and third slow and in silence. I came here to ask your opinions. Maybe you have better plans than me so, and I would like to hear you out."
A thoughtful Tsuya ponders on the words of Cobo while staring intently at the hologram as it focuses on the Tomioka region. She taps her fingers rhythmically on the table, gently enough as not to interrupt the Shogun."Hmm... The numbers are not on our side. We must utilize the men we have and plan to strike each of their communications networks with swiftness and surgical preciseness. We cannot underestimate the response time of the Navy, even in Tottori." She pauses for a moment, resting her chin on her hand, elbow on the table, to think. Something about her gives off an ice cold vibe, as if nothing fazes her in the slightest. She is perfectly calm as the discussion progresses, returning to a polite stance, both hands resting on her legs, sitting up straight, as she speaks again. "It is likely the ground forces of the planet are wary of potential strikes from us, so we must tread carefully and utilize guerilla tactics to turn the tables. If we are to gain the advantage, we must have the killer instincts and discrimination of a tiger on the hunt for its next meal. Search for and destroy that which is most important to our enemy, what they need to survive. Destroy, demoralize, decapitate the center of organization on the planet. Samura will crumble, and with hope and our combined strength, the Naval Forces will be unable to protect them."
Recalling the ideas that the Shogun put forth, Tsuya decides to input her two cents."We must muster a fair sized navy to be able to successfully blockade the Naval Forces from supporting the planet. They have been bolstering forces as of late, their soldiers are skilled. Wearing down the defenses of the planet through terrorism and guerilla warfare, is, as I said earlier, a must to erase Samura presence from the planet. Reconnaissance must be done to locate and record the locations of important installations on the planet, mark them for destruction, and plan routes for our Dragons. These routes must be as efficient as possible, because we've no time to lose. Every second spent operating on this planet will count." With that, she pauses to hear inputs from the other members of the Elder Dragon Council, believing to have said all she needs to for now.
Hayashi quietly chuckles as the other two speak, slowly shaking her head."We have tried for years to conquer this world, what's changed now?" She'd lazily lean against the table, waving a hand dismissively to the holo. "We have a sizable force on the ground already, supplemented with Coalition soldiers who've come to support us. For years we've waged a partisan war against the farmers there, even when Kusari engaged in their second war with Gallia, we lacked the decisive action to wrestle control of the world." Tracing a hand downwards from the planet towards the Kyushu jumphole she'd continue to shake her head. "The kaigun are likely to move to support the lane and gate construction effort from the Kyushu system to Tottori, if they complete this infrastructure we'll stand no chance. We should cooperate with our Chrysanthemum 'allies' to disrupt the operation, a multi-prongued assault. First, a supported move in the Kyushu system, to distract the enemy and to cut their supply line. Second, a renewed offensive against Samura and Farmer's Alliance installations in Tottori. Our initial attempts with the Kokura Battlegroup have proved unfruitful, we barely achieved a stalemate." Leaning back against her chair, she'd shrug. "Or perhaps we're focussing too hard in a singular location, if our goal is Tomioka, perhaps we should make it less evident. Force the Kaigun's hand elsewhere, see if we can bolster our forces in another way. We need more support from our allies in government for one."

Nakai Shun looks at the map of Tottori, and then points to Tokai Shipping Platform "This could be another target to hit to cause a diversion for them to hide our true intentions on the planet" Nakai Shun pauses for a bit "I can also have me and my men cause a little blockade in the Kyushu system to prevent them from gaining ground on us. Not to stop them but only to slow them down and stop their supply line to the planet. It will compose of one Kagutsuchi, my personal Togo, and a few fighters/bombers." Nakai Shun's finger slowly move towards the Kokura"The Kokura can help support you on the planet side with firepower, I can get my Transport crew lead by Ozaki Ton to move food and fresh water to Takashima Depot to have later delivered to the surface when needed. We have got a lot of black market arms and munitions already delivered to the Outpost. In the past the Bretonian Intelligence had delivered tanks for us to use. Those should still be in working order to use when the time comes. What do we think of that?" He then waits to see the responses from everyone.
"Intriguing stances. It seems we are making swift progress. However, we need to ensure we do not spread too thinly, if we shall create distractions to keep the Navy occupied. We cannot entirely rely on the Coalition's portion of the ground forces until rearrangements have been made as to their new relations with us. If I was informed correctly, we are yet to negotiate our standing with them. As for the Navy, there is always the chance they could call our bluff, but, who doesn't like a little gamble?" She giggles quietly for a second, giving a rare smile. She looks at each of the other three in the room, quietly studying their expressions to gauge their confidence in their plans. Whatever she's thinking of, she looks quite pleased."I do love puzzles like this! Well, if these diversions do succeed, it should buy us decent time to get to work. We will need to commence regular supply runs with that transport as well as others to the planet to manage exhaustion."
Tsuya crosses her legs and folds her arms."I am fascinated by the idea of gathering support in the government. It would indeed be a surefire way to bring the Kaigun to its knees. That is something to work up to, though, government officials here tend to be particularly incorruptible. On another note, if the Bretonians would still be willing to lend us a hand, we could use them in gathering more supplies for our oncoming push... Additionally, I would like to mention that I am amassing resources and credits to use in funding the construction of a small fleet of vessels not unlike the size that Nakai-san has mentioned. It may take a good length of time to complete, but should hopefully be worth the wait!"
