From: High Command To: All officers and staff Date: 23.03.830 Subject:Prisoner / Criminal Processing
Good day to all operatives of the State police Force.
|KSP|Keimusho-Raina, our official prison liner has been in operation transferring criminals from planet Kyushu to Fuchu prison in Shikoku.
Fuchu prison was only able to take 700 prisoners on this visit, so as to make the processing of these individuals easier. So from now on the prisoner transfer capacity will be limited, until we can secure agreements with other houses on transferring some prisoners for trial elsewhere within Sirius.
Plans will be looked at by High Command for an alternative way of processing these prisoners and having an alternative facility made, which can cope with the transfer process to ease the pressure on the prison itself. This facility will have enough holding cells to be able to process prisoners more smoothly and give the prison time to extract other prisoners for trial.
A dedicated team of State Police officers will be assigned to the facility to carry out the processing of these individuals.
We are also hoping that more houses within Sirius will take on extracted prisoners and criminals and put them on trial for the crimes they have done. Prisoners and Criminals will be processed into groups and each house law enforcement will be notified which criminals are to be handed over.
This next step towards processing prisoners will be initiated as soon as we can get confirmation from the Empire and from the Naval Forces.
From: Fukushima Ayado Superintendant To: High Command Date: 27.03.830 Subject: New Technology tests
Konbanwa, High Command members,
My unmanned drone initiative has had its first two test runs.
First test run proved very informative as the camera's were working very efficiently and managed to record footage which included one hostile, and also an operative from an organisation that we have been monitoring for some time. Propulsion system was superb and manouveurability was also very accurate and clean. Negotiating the trade lanes was also quite good once the contolling officer got the hang of the controls. With the drone being very small it has limited scanner range to identify any possible targets or individuals, but its speed soon makes up for those flaws.
The second outing was more impressive, but the drone was alone the whole time and we managed to add enough communication protocols to its data banks, which will also be linked to the control system, so we can retrieve the information recorded.
So for now the drone seems ready for some serious missions around Kusari and its border regions. The drone has been fitted with emergency evasive protocols so if it is attacked it will do everything in its power to escape and also it can use autopliot mode if activated by the control pilot.
Over the coming weeks we will be programming more autopilot sequences to make the drone more self sufficient if the need arises. recordings are held within the drone in a secure Black Box Data sim, and can be retrieved directly by the operator to the State Police server or can be left alone until the drone returns safely. If the drone is attacked it will initiate protocols to evade, unless of course the operator uses manual controls.
If the drone is attacked and destroyed, its Black box has all of its protocols and identification stored within, so that this can be transferred to a new drone casing and everything concerning data is transferred. Once transferred the drone is basically itself again with all of the protocols from the last mission and all communication protocols added and it will continue its missions as if nothing happened.
This initiative will hopefully help us to track hostiles and work out their behaviour, and also to work out who we can trust and who we need to watch within our borders.
I hope High Command are pleased with this outcome, and I will keep you all informed about our missions.
From: High Command To: All officers and staff Date: 28.03.830 Subject:Promotion and Award scheme
Good day to all operatives of the State Police Force.
It has been voted upon within High Command that, officers who perform their duty impecably are to receive official award and promotion merits at special ceremonies that will be help as frequently as possible.
Officers will receive an official certificate and will be decorated with special badge for their uniform. This initiative has been passed and will start immediatley.
Good luck to all officers, make the State Police High Command proud.
From: Fukushima Ayado, Superintendant To: High Command Date: 28.03.830 Subject: Official commissioning of our drone
Once again, the new drone has been out into Kusari space, and has lasted a full and rigorous test. I took control of the drone myself for a while and am pleased to say that all control systems and communication protocols are working very well. The drone has been officially accepted as our new eyes and ears, which will help us to secure new lines of monitoring individuals who enter Kusari illegally, and also to identify smugglers and combat targets, without endangering an actual officer.
It is hoped that we will establish more of these drone prototypes within the coming months, but for now, this drone will do regular patrols within the House regions of Kusari. We are also hoping that we can improve this technology further, but that will be held as confidential for now, until we establish more drones.
From: High Command To: All officers and staff Date: 16.04.830 Subject:Fuchu prison situation
Good day to all operatives of the State Police Force.
It has been some time since I contacted the Liberty police Incorporated and also the members of the Liberty government regarding our situation with prison overcrowding. This situation seems to be escalating slowly but surely, and we need to take action before it gets to a desperate situation.
With Liberty not answering our communications, it has been decided by the High Command, that we will be undertaking the task of building a prison annex alongside Fuchu which can handle the overcrowding situation, and it may take down the need for prison transfers to take place.
This idea has to be communicated to the Kusari Empire, and formerly approved before we can do anything at all. For the time being we will be initiating the |KSP|Keimusho.Raina prison liner into a mobile prison holding ship. It does have the capability to hold, safely, over 1,000 prisoners and has enough crew on board to keep these prisoners segregated and out of trouble.
Any details of how we get on with the building of a prison annex will be relayed as soon as possible.
From: Fukushima Toru, Sergeant To: High Command Date: 16.06.830 Subject: Patrol
There was celebration regarding the news in the KSP Command, refusing the Rice Sake or any strong drink, which stirs the mind and spirit, I started the engines and in complete sobriety thought:
_ The empire of Kusari is at peace and lately there has been no news of any disorder in the system. You don't see Blood Dragons or even the brave women of the Golden Chrysanthemum Clan roaming the system.
I recalled the good news of the return of Inspector Fukushima Ayado. His return is the certainty of much work both in the office for him, but also in the training and scale of the Officers under my leadership.
I rejoice in that.
Then I exclaimed aloud: I'm going to celebrate with a patrol!!
With the engines already heated and the Gunboat-class Aodori ship properly fueled, I began the patrol.
There was no incident. I found several commercial ships, which I scanned and found nothing that concerned us.
So below is a sample of what I saw on one of the commercial ships.

Good day to all operatives of the State Police Force.
It has been a testing few months for our officers and our High Command.
Recently we have had operational issues, and also problems with our prisoner exchange program, which is due to fail unless we can distribute criminals to various areas of Sirius to deal with the overcrowding.
I also need to inform all officers, that our Senior Commissioner Kitagawa, Ike has fallen seriously ill, and will be out of action for the foreseeable future and Fukushima Toru has veen appointed as our stand in Senior Commissioner until we can establish whether Kitagawa will be returning to duty.
Also the Brother of Fukushima Toru, Fukushima Ayado will be continuing his role as our Superintendant and helping the new Senior commissioner to adapt to his new role.
I would like to confirm this to all officers and staff and hope you are all safe and well.
