Negotiations for Access to Languedoc Salvage Fields

Greetings Government of Gallia. My name is James Mulligan, Owner and Operator of Scrappy Salvage Enterprises (SSE). We are a starting enterprise that services many areas around Sirius at present restoring aging ship platforms and those that've been left to rot in the scrap fields. We also refine and process Premium Scrap that is recovered from Texas into Manifolds for use in day to day operations of building new things. We have already had many clients work with us on restoring old vessels back to operational status and have had much success in the scrap fields in Liberty. We are also Junkers by nature...but we lean much more towards the more legitimate business interests.
We know your feelings towards Junkers, which is the reason for this communication. Our only Modus operandi is to scour the scrap fields in search of treasure and things that we can utilize to restore vessels that we find out in the fields. Nothing more, nothing less.
If you would allow us access to Languedoc where a large amount of Salvage exists, we would be willing to operate within any confines that you wish. We realize that your trust and faith in Junkers is nil, but we would like to see if there are any avenues that we can pursue that might alleviate any animosity between our two parties and see us achieve great profits in the future together.
...but we don't want to only approach you with honeyed words. We would also pay any taxes or levies that you wish to impose on export of the Salvage from your borders either by haul or by month. Additionally, we would be open to you inspecting the salvage at border stations or checkpoints before departing your borders to ensure that any military technology and/or secrets in the salvage does not leave your borders and is secured by your military.
Please let us know if these terms, or any other, are acceptable and any additional terms you would be willing to work with us on. We're open to any and all negotiations if you are willing. We hope to hear back from you soon.
Respectfully,
--James Samuel Mulligan
