The Kusari State Police would like to discuss the possibility of doing a Prisoner exchange program involving Criminals and Prisoners who may need to be processed through the Liberty justice system. We have already got approval from our Empire to contact you regarding this and they are very interested about how this could work to improve relations between us and to improve prisoner overcrowding, which is imminent in our prison in Shikoku.
We will make sure all prisoners are screened and will be transferred on a dedicated prison liner. which is named |KSP|Keimusho-Raina. This process will take time to initiate, but also I am hoping that we can get the relative amount of prisoners who need to be processed through our prison system aswell.
We are hoping that the 46th Fleet can be involved in this aswell and give security to our transfers, and we have also communicated this to the Naval Forces of Kusari, who can bolster our escorts in the process.
I am hoping that this initiative can be implemented and i will be contacting the 46th Fleet Admiralty to ask their views aswell.

Prisoner transfers are up in the air at the moment due to circumstances beyond our control. While the republic maintains adequate space to house its own criminals I fear taking on another House's can be come a problem in the long run. However not all is bad news, we will consider taking on Kusari's low threat offenders or those with relative short sentences I'd say three to five years. This will undoubtable reduce the inmates in your prison while allowing you more space to keep the more dangerous ones locked away. How does this idea greet you? Of course The Republic will have to agree to such a transfer.

I can seriously understand your situation, and your idea for releasing prisoners that are only serving short term sentences, seems very acceptable. Initiating this kind of exchange program, could develop relations between our nations even further and also cooperation between both of our organisations could become closer. The exchange program is just one of the ideas that our High Command have discussed, and we will also be trying to implement more ways to give yourselves and us the opportunity to develop a system to catch criminals more easily by closely watching individuals who pass through Kusari and are well know smugglers or criminals.
But, back to the matter in hand, which is more important.
I will wait and also discuss everything that comes back to us regarding the exchange program, and we are really hoping this can be a reality and can become more regular, when it is needed.
