I'd say that's what makes it quirky and unique but the fact that it can only be gotten through one specific Oorp method kinda blows that thought process out of the water.

There is a reason it's in returning veteran package. It's good enough if you're starting barebones but it's highly likely a player will be soon to surpass it's capacity. It's meant to give a headstart - no more, no less, it has the special value you're putting on to it purely in your imagination.
The disparity is mere 200 units. It doesn't need a buff.
Truth be told, I'd much rather see it go up to like 3700 make it unique, not terribly broken or overpowered but also different. Then again I don't really have an eye for balance lol

Doing that could be useful, but max FL ID only support 3600 of cargo space, so a modification should be done like
"Can use the Retrofit Transport the FL ID, as exception to rule 3600 of cargo" ...
But if i am not wrong, giving such cargo will not make the ship to be unable to mine? i don't remember if the ship kept the mining slot or not ...
