Due to the historical relationship between our movement and the House of Kusari, we would like to request permission to build a base in the Kyushu system somewhere in Ohka Dust Field or at a suitable distance from the planet Kyushu on the border of Seiran Dust Cloud.
Our request is motivated by our desire to establish closer relations with your House and the need to have a base in a completely neutral area where our scientists and pilots could recuperate in a break from fighting for the laws of Nature.
We make this request to you because we remember the quiet cooperation between our forces during the Tau War. In addition, we admire the fact that the Kusari people respect Nature and do not defile their planets with terraforming, even if it means having to build huge skyscrapers on limited space.
So we thought it worthwhile to contact you about this. Ships belonging to my Gaians) cell do not attack any ships (either warships or transports) of the Kusari Empire, and so far we have not had any conflicts with your forces. Having a legitimate base on your territory would give us the assurance that no one unexpected will attack it, as opposed to putting it somewhere in the Taus systems.
We plan to build a second-level outpost with two modules for storing food, water, oxygen, robotics (which we would buy from you from the planet Kyushu to maintain the base) and medical equipment. Later we would install a hydroponics bay to simplify logistics, and probably also a MOX factory, for which we would also buy toxic waste from Tsushima Depot.
We also request information on how we can properly formalise from the legal side obtaining permission to build a base in your system.

Your message led to several debates across the Ministries, which by itself is an impressive achievement. Regardless, you are much too hastily, no real sense of business found with you. I suppose that must be expected from a militant organization such as yours.
The historical relationship you refer to has been lost to the tidal waves of time. You refer to events going back as far as twenty-one years, Gaian. Sixteen years ago the mutual aid operations began to collapse and over the course of seven years, all that was left of this relationship were case-by-case approaches on both sides. We respect and admire your honorable decision to upkeep this aged stance and show respect and consideration to our Keiretsu assets, however this does not render the Empire "Friends" with the Gaian movement. We will not tolerate a Gaian installation within sovereign space or the Saga system.
We hold nothing against limited scale cooperation should you desire to construct your modular installation in Tau-31 or Tau-23. If anything, Miss Rose, should you step forward and make such an endeavor worthwhile to the Empire. Old tales of battles fought and supplies exchanged are hardly a convincing argument in a vastly different political landscape than what we faced twenty years ago.
Whilst we are not generally opposed to re-establishing contact with the Gaian movement, these matters will and can not be rushed. A modular installation serving as point of contact between interested Keiretsu, Naval or KOI assets between your movement and the Empire could be the initial step required here.
