Hail Direktorin,
My name is Mark Lathrop, Director of The New Dawn Initiative. We are an affiliate of The Independent Miner's Guild operating primarily in the Omegas at this time, regularly passing through Rhineland space on some of our export runs. Firstly, I simply must say that your forces have to be doing a rather good job given that no pilot of mine has yet reported any trouble on their journeys.
However, pleasantries aside, I must get down to the true reason behind reaching out to you. I have the opportunity to acquire certain technologies that Rhineland considers restricted, specifically those ships and armaments tarnished by association with 'local' less-than-legal elements. It is my interest to therefore give forewarning of this and pay a reasonable fee for licensing and permission to fly these vessels through Rhineland space. For our part we will attempt to keep that sort of thing to a minimum as even with whatever arrangement we come to it may still cause confusion. They are mostly intended to remain in the Omegas, but being allowed to cross into Rhineland space with them would reduce logistical issues on my end.
While we are on the topic of licensing, it would also be helpful to get permission for capital class vessels to pass through Rhineland space also. We currently possess one "Bustard" Civilian Light Carrier and two IMGC-104D "Sagarmatha" Cruiser class vessels, none of which operate jump drives at this time.
Please provide the necessary paperwork, along with the level of detail you require of us, and the required fees for me to review. I presume you will want a list of the technologies, ships and such that I'm referring to for example. Once I know that I will then get back to you with all haste on these two matters.

Dear Mr. Lathrop,
Thank you for your kind words about our forces, we strive to maintain peace and order in Rheinland and Border space..
Regarding your request for licensing while we can consider the Bustard Civilian Light Carrier, I regret to inform you that the KPR| has strict orders to deny passage to the two "Sagarmatha" Crusier class you mentioned. These are considered foreign warships from our prespective and are above the permitted class for passage through Rheinland space
We appreciate your commitment to following the laws and maintaining good standing with us. As long you and your company, including the IMG continue to do so, there should be no issues.
If any problems arise, please do not hesitate to contact me, if you still wish to proceed witht he registration of your "Bustard" class vessels, we can continue to work on that matter
And for the "Technologies" you are requesting so, we must get an exact list of such along with the necessary paperwork and the level of detail you require of us.
Once i have that i will review it and get back to you as soon as possible
Additionally, for your ships to pass through, you should request a one-time passage fee with us. We will then call the RM to escort us for such passage.
Respectfully,
Kaiserliche Polizei Direktorin Freyja Wolf

Hello again Direktorin,
I apologise for the delay in returning to this matter. To quickly clear up one thing first, we entirely understand your position on our cruiser class vessels and you can rest assured that you will not see them in Rhineland space. In truth we really only need them in the Omegas, so this is fine. All the same, please let me know if there's anything we need to do to license the Civilian Carrier if this would be permissible.
Now, on to the more important part. Below I will list the vessels I find myself in a position to acquire and that I seek licensing for my affiliate group to operate within Rhineland space.
"Sichel" Very Heavy Fighter
"Sense" Bomber
"Loki Mk. I" Heavy Fighter
"Odin Mk. I" Very Heavy Fighter
"Thor Mk. I" Bomber
"Grendel" Frigate
The majority of these are light craft, fighters and bombers, with the "Grendel" being the outlier as a sturdy and defence-capable transport craft. I appreciate as well that, like I mentioned before, these vessels are tarred with a rather unfortunate reputation. I only ask that you consider our licensing request in spite of this.
I trust now that you have this information you will be able to provide an answer and required fee. If there are any other requirements then that is fine and I will be happy to consider them.
