Sender : Superintendant Fukushima Ayado Recipient : Administrators of IONIC LABORATORIES : Shikoku system G7 Subject : Restricted Docking Priority : VERY HIGH Date : 17.04.834
Greetings administrators of IONIC LABORATORIES.
Youre installation is situated within Shikoku at map reference G7, and upon approach by myself for a routine inspection which we are allowed to do within Kusari Law, I was denied docking rights. This is an actual breach of LAW VI-3, which has part of it stated below.
VI-3. All bases, unless exempted in writing, are subject to the following conditions:
Do incorporate the name tags of all lawful Kusari Law Enforcement Agencies into their base administration computers.
VI-4. Any base in breach of one or more of the conditions listed in VI-3 may be subject to fines, seizure or destruction of the base assets.
Now, we need access to youre installation and to your Commodity inventory through youre dockmaster.
Under Kusari Law, I am instructing you of the possibility that youre base will be subject to dismantling, if our request for docking rights are not rectified within the time frame stated below.
We do not take kindly to installations denying us access, so you will be given a grace period of FOURTEEN DAYS to rectify this oversight, which I do hope it really is on youre behalf. Under conditions of the docking rights we will need also access to your dockmasters records to ensure that there are no illegal sunstances or activities aboard youre station, and we will also need access to any factories or foundries within the facility to make sure licenses and verification has been granted by the Imperial Empire.
I do hope that this is an oversight on your part, and this can be rectified within the next FOURTEEN DAYS, if we do not receive any confirmation or response from you within that time frame, we have no alternative than to pass on this information to the Imperial Empire and also to the Kusari Naval Forces.
I have also been hunting for records of your base under the registration act of Kusari and I have noted that you have payed the fee for the installation, but there is no confirmation of the base being registered yet, which could just be an office oversight.
In the meantime youre installation will be closely monitored by officers of the State Police, and any transports approaching or leaving the facility will be thoroughly checked to make sure everything is legal.
I look forward to youre reply and hope that it can end in a succesful conclusion, without hostilities.
Sayonara for now....

Superintendant Fukushima,
Ionic Laboratories is an educational, research, and manufacturing facility operated by Ionic Incorporated, a subsidiary of Kishiro Technologies.
For further information, please visit our main page.
Of course, we are happy to add any vessels of Kusari law enforcement to the docking registry. For this, we require the identification tag your division operates under. There is to my knowledge no official listing of currently operational designations.
As for the registration of the station, the process was swift and the Ministry of Economy & Industry very forthcoming; if the registry is out of date, I imagine that's a simple clerical oversight, like you said.
We hope to welcome you at our facilities soon.

Greetings, Mara Whitman,
Thankyou for the swift reply, and I will be visiting the installation once again, and will verify you have added our Identification as |KSP|.
Once this is in place, a visit will be initiated and we will be asking your Dock Master for information on what you stock at your installation aswell.
I understand that you are Kishiro, and also valued operatives of the Kusari Empire and its people, but as stated in my earlier communication, we need to make sure your installation is as it has been declared to the Government, and also we can initiate protection for the installation.
I do hope that your business will flourish and any help the Kusari State Police can offer will be supplied if needed.
Arigato to you, and Sayonara
