Samura out of power thanks to the kishiro coup - and kishiro is semi friendly to bd isnt it? Allied to your allies the GMG. And I think dragon npcs dont attack kishiro?
So you could try changing anything you still dont like legally? Or maybe become sorta semi legal, like the hogosha used to be when their emperor, and backers samura were in power?
I think it would be cooler than just doing the same thing, despite there now being nor real reason to do it.

Honestly I can't say I liked this radical change in Kusari politics. I think the lore for Kusari in .86 was incredibly rushed and unlawful factions weren't taken into account, but it's okay, .86 is already here so we have been trying to figure what course should BD take to avoid any change on lawful/unlawful status.
Blood Dragons exist for the main purpose of claiming revenge on Samura and setting up a legitimate government free from any kind of corporate influence just like the situation was 500 years ago, which would give the chance to start hostilities between us and this Kishiro-backed government due to the fact that a corporation is still holding power. This is the most feasible idea, because going for semi-lawful would just kill the faction. It's not the same feeling jumping into New Tokyo with everything bearing a hostile IFF than being able to dock in any place there. I believe the people who flies a Blood Dragon character would want it to stay that way, else they'd just make a KNF/KSP/Hogosha character.
However, you raise a valid point on the GMG-Kishiro relations. GMG may keep funding BDragons on their crusade against Samura, but BDragons also aspire to remove corporations from the government as I pointed earlier, which would imply Dragons harming Kishiro and thus making GMG raise an eyebrow on Dragons. What to do then? I have no bloody idea.
