I see asking for restrictions to improve diversity as a logical fallacy myself. Restrictions by their very nature are designed to choke out diversity.
Obviously my opinion is that forcing the Phantom through as a police ship and the Wraith as a military ship is a bad idea. All the so called "RFP" ships are support ships. The Wraith is (rightfully so) the only assault fighter in Rheinland. This makes anybody who chooses to follow these pointless restrictions essentially bound to the Military anyway, and unable to put up a good fight on his own. This coupled together with the fact that the Rheinland lawfuls have problems with activity just now means surely a further death for the RFP.
Why not just leave it to the players to choose what ships they want?
Anyhow I see it now like the RFP cargo regulations (perfect fine for RP, but overdone), if I don't find good arguments in the ... let's say next five hours, I have to decline this idea.
