Think you've hit the nail on the head really. I mean, it's good there is more to explore in new systems added like Gallia. But part of the problem is that player numbers has declined spreading them more thinly across a very large Sirus map. How many players do you see in Gallia nowadays, not that many usually, it's pretty much a none used system bar one or two in it? Another problem I'd often see, too many players sitting around talking for hours in systems like Tau-23, I've seen 10 players all sitting around there yabby, yabby for hours - doing nothing much else. Put all that together and it's really no wonder some are getting bored and jumping into conn instead for a few hours.
On one hand, it's a place for people to train on all their ships and characters, gives people a way to transfer equipment without flying long distances, lets the PvP-Fiends get their PvP fix without having to go powergame on someone to get pews, it gives them a place to pew and practice besides in open space, which has led to problems before, and encourages player interaction.
But on the other hand, that player interaction is OORP, and it encourages people to do less actual inRP fighting and hunting.
