Faction leaders don't need to be involved at all beyond telling their members to log in. The only real burden is on the admins, in my opinion. That said, I think admins might have a more enjoyable job if they developed more into GMs (i.e. running regular events) as opposed to solely acting in the capacity of judges as they largely currently do.
Processing requests and sanctions is utterly soul destroying, as I can tell you from experience. Running these kinds of events would be a nice change of pace so long as they can spare the time to supervise. These kinds of things usually generate huge amounts of goodwill for the organisers, which is nice and always appreciated.
