Reverted the recent change to Article 4 in relation to the heavy explorer vessels.. Any modifications to the approved special licenses have been removed.

Hey I noticed that in Article 3 of the Liberty laws it states that "It is illegal to affiliate with, work for, possess identification, ship, equipment, technology or weaponry from these organizations", and among these are the Liberty Insurgency and the Reaver Mercenaries. While there are still Insurgent ships and equipment in the Black Market, the Reaver Mercenaries have been long since gone, as far as I am aware. Please consider removing them, as they are not here anymore
