while we appreciate your support the Office is baffled to see that a registered bounty hunter listed the Kusari empire as hostile. Last time we checked the guild stopped to fullfill bounties against lawfull organization (yes yes, even against the Kusari empire). Before processing your request further the Office needs to know whether your stance toward them is of personal matter or an official line of work, and in both cases the reason for this. Your input will be most welcomed to clarify the situation.

the Office unfortunatelly cannot fullfill your request, which have been denied. In particular the Office mentioned an insufficient operational ground in Bretonia of course. But also some recent diplomatic events lead the Office to restrict the license for bretonian technology to applicants whose primary tools of the trade are guns indeed, while in your case your cargo hold is your primary money maker.
