It is good, great in theory, however, in practice it fails, due to the fact that human nature would just bring it down to the level of PVPWhoring and zero-rpers who would go for nomad ships for sheer killing power. There isn't much chance that it'd bring good action over Sirius. Mostly, you'd end up with everyone being frustrated cause of nomad bombers and gunboats flying in and destroying every ship that passes by. Not fun, not in the least.
