I have read the first page, and although it is a good idea... It's impossible to enforce. If it isn't a full blown Server Rule, no-one will pay attention, and if it is a Server Rule, there will be sanctions by the hundred. Besides, fuel isn't carried in the cargo hold it's in the tanks/reactor. The stuff you see in scans is packaged H Fuel ready for shipping.

You rip neutrons from Hydrogen..which has no neutrons to begin with?
If it did have neutrons, taking them away wouldn't cause it to become ultra reactive since neutrons usually do not affect reactions. It might ignite easier when bonded with other chemicals since it would have a lower mass but that is all I can think of.
It's a good try at explaining life support systems but you essentially say that you take neutrons from hydrogen (which has none) and then make water out of it. Where you get the Oxygen for the Hydroxide is a mystery. Why bother with the hydroxide when you can just use the oxygen to breath?
EDIT: Also heating Hydrogen Hydroxide (Water) will create steam. It won't produce oxygen unfortunately.
