Yes fellow zoner as I understand the situation it is true - if the faction request is not approved the money is gone (if it is approved it is gone too;)
The community does want more role-playing factions. That is to say, people who role play in organised ways, sometimes pretending to be part of a bigger organisation - the =CR=, LN, LPI, Bowex, Repex are five examples that come to mind. Out of these factions only the LN, LPI and =CR= are official (i think this is true?). Role playing a faction involves diplomacy, military and trade. Factions rarely trade just for the money but normally as part of the overall RP. I know =CR= trades to gather the equipment to build ships.
Personally, I don't want more CLANs as to me they suggest lots PVP behavior with a trivial amount of role play to justify attacking other players.

Hmm.. so.. some new Padawans want to become Clan and have own Home-System.
Nothing wrong in this...
Thing is, you dont expect to get aproval for Clan and Home-System property
after only few weeks [or so..] being on this Community.
This kind of things need more time [and proper RolePlay] to accomplish.
As someone already stated before, there are much older Groups which
dont have Official Clan/Faction status yet, and still need to work for it.
Best thing for you [Zoners] to do, would be to establish your RP better
and make sure that ALL your members work for the same goal.

Being true Zoners is not quite so easy, as some may think...
We sometimes need to make hard decisions, and this requires very good thinking.
(and also respect those decisions, once we made them)
If you really make a good RolePlay as a Clan for some time, the Community
will see and recognize you as a Clan, but this wont happen in such short time.
So keep working to it and Good Luck out-there !

Terk I think you're really taking the wrong type of attitude towards this whole process. We've built this system up over a very long period of time, it was born out of necessity and designed to help filter out inappropriate factions as well as helping other learn.
What I'm feeling from you is, you just want us to say yes without hesitation. I'm sorry, that wont happen. We're very specific with who and what we approve for official status, the admins take a very extended amount of time to review every application. As a community we are always looking for new members and potential new factions, we just want to make sure its the right kind of faction.
This faction of Zoners could very well be those new members I'm talking about, you all seem to be willing and dedicated to taking the time to run and support your proposed faction. But as with every proposal there are always things that can be changed, refined, or even removed. If you work with us, talk with us instead of trying to jump the gun, things will be much better in the end.
In short, cooperation, communication and patience are key to this being a successful application:)

Terk, if you continue to act this way, we could dig the faction within days. This is not about money, I hate all those credits I need to earn to buy my BB... I play for roleplay not for money, nor for PvP (honestly, I almost hate it). I hope I would make enough money to buy the Juggernaut and start playing my role in the faction and the game: the Praefectus of the Excubiae Caliginis, protector of the rights of the Zoners, and their neighbors, if a Zoner do simething... like some of us still keeps doing...

Let me say up front: I'm not opposed in the least to people creating Zoner clans.
What I am opposed to is a clan being pitched so soon out of the gate.
IMHO, this idea needs to sit on the back-burner for a few months as the people involved go join some existing factions & learn to swim with the sharks for a while & splinter off & form their clan later instead of looking for sharks while still standing on the beach.
