These voices we heard...They're...made up of several bits...I recognised, in the voice which shook Manhattan, the voice of the Fleet Admiral of the BAF, Percy Nelles himself. These ADMINS, as you call them, seem to be made up of various mortal components. They are, literally, many different people rolled into one. How this is possible I do not know, but these ADMINS seem to be just that. Maybe that explains their legendary shields and weapons. These aren't just one weapon, they're the combined weapons of all of their people firing at once, along with the combined shields protecting them! Maybe if we hunted down and simultaneously destroyed the ADMINS' mortal parts, we could weaken them, rendering them defeatable!
